AI & Bioinformatics (Digital Health) Programmatic/Technical Advisor

Position Summary: Caduceus is seeking an experienced AI & Bioinformatics (Digital Health) Programmatic/Technical Advisor to support biomedical and medical research innovation programs for the Biomedical Advanced Research and Development Authority (BARDA), Division of Research, Innovation, and Ventures (DRIVe).
The ideal candidate will bring a strong combination of biomedical artificial intelligence, bioinformatics, digital health, mathematical modeling, and scientific program management experience. This position will support the development and management of innovative R&D programs leveraging AI, machine learning, mathematical modeling, and advanced data analytics applied to biological, clinical, patient, imaging, and/or multimodal biomedical data.
The successful candidate will operate at the intersection of science, technology, strategy, and program execution, providing scientific and technical expertise while supporting the development and oversight of complex biomedical R&D initiatives.
Required Qualifications:
Minimum 8 years of relevant industry and/or postdoctoral experience.
Graduate or advanced degree in Bioengineering, Biomedical Engineering, Bioinformatics, Computer Science and Biological Science, or a closely related discipline; doctoral-level education is highly desired.
Demonstrated applied experience developing or supporting biomedical programs utilizing artificial intelligence, machine learning, mathematical modeling, and/or advanced data analytics.
Applied experience in digital health and bioinformatics.
Experience analyzing biological, clinical, patient, biomedical imaging, and/or multimodal data.
Proficiency in at least one programming or scientific computing language, such as Python, R, or MATLAB.
Strong understanding of AI/ML methodologies and model evaluation.
Proficiency with Microsoft 365, including Teams and SharePoint.
Strong written and verbal communication skills, including the ability to translate complex scientific and technical information into clear briefings, reports, recommendations, and presentations.
Ability to manage multiple priorities and operate effectively in a fast-paced, collaborative R&D environment.
Ability to obtain and maintain an HHS Public Trust (Tier 2).
Highly Desired Qualifications:
Ph.D. in a relevant scientific, engineering, computational, or biomedical discipline.
Detailed knowledge of the AI-enabled digital health market and technology landscape.
Experience developing and/or evaluating machine-learning models, including neural networks, random forests, and other AI/ML approaches.
Experience applying AI/ML to biomedical image analysis, multimodal data, biological or clinical datasets, advanced biomedical analytics, and/or pharmacokinetic/pharmacodynamic (PK/PD) modeling.
Scientific or technical program/project management experience within biomedical research, engineering, healthcare, biotechnology, or a related field.
Experience supporting Federal biomedical R&D programs, HHS, BARDA, ASPR, or similar Government research organizations.
Experience with Federal acquisition activities, technical evaluations, market research, and/or contract oversight.
Key Responsibilities:
Partner with program leadership to design, execute, and manage complex biomedical R&D programs.
Help define technical direction, program strategy, and priorities for emerging digital health and biomedical technologies.
Provide scientific and technical subject matter expertise across portfolios focused on improving national health security.
Assess AI, machine learning, bioinformatics, digital health, and mathematical modeling approaches supporting biomedical research and development.
Conduct technical and scientific landscape analyses involving literature, market research, emerging technologies, industry stakeholders, academia, and startups.
Evaluate technical approaches, research plans, clinical and regulatory strategies, protocols, study reports, proposals, presentations, and related technical documentation.
Support development of acquisition documentation, including SOWs, SOOs, PWSs, IGCEs/cost estimates, RFIs, RFPs, and Sources Sought Notices.
Participate in technical evaluation activities involving white papers, market research abstracts, technical proposals, and budget proposals.
Support the full program lifecycle, including acquisition planning, proposal evaluation, contract oversight, performance monitoring, and portfolio management.
Track technical milestones, budgets, deliverables, risks, and overall program performance.
Develop executive-level briefings, reports, recommendations, and strategic communications.
Build and maintain effective relationships with stakeholders across Government, industry, academia, and the startup ecosystem.
Facilitate technical and programmatic meetings and provide recommendations and guidance to Government stakeholders.

The ideal candidate is a senior biomedical AI, bioinformatics, computational biology, digital health, or biomedical engineering professional who combines hands-on scientific/technical expertise with the ability to guide and manage sophisticated R&D programs. Candidates should be comfortable evaluating emerging AI technologies while communicating effectively with scientists, engineers, program leaders, Government stakeholders, and external research and industry partners.
