Position Objective:


The Contractor shall provide expert-level technical expertise, administration, architectural guidance, and development support for the Department of State’s SharePoint environments. The role involves managing mission-critical collaboration and content management systems while ensuring compliance with stringent security protocols.


Scope of Work


Technical Administration & Development


  • Coordinating with E Family staff to drive successful and expedient execution of technical initiatives

  • Manage overall health, configuration, security, and modernization of SharePoint farms, sites, and service applications

  • Serve as Tier 3 technical lead for troubleshooting, migration, and development

  • Design, develop, test, implement, and deploy SharePoint infrastructure solutions to include the development and management of multiple SharePoint site collections and Microsoft Teams, including creating external and internal facing SharePoint sites and Teams

  • Design solutions for OpenNet/intranet, and classified network environments



  • Collaborate with diverse government personnel to determine site needs to collect, manage and translate business requirements into development requirements

  • Works with E Family office content managers to provide guidance and ensure that SharePoint office and Bureau sites are consistent with the individual Offices’ theme, and that only approved and current materials are posted and maintained on those sites

  • Chair an E Family SharePoint users forum to provide instruction on SharePoint utilization, and receive suggestions and requests from E Family users and organization SharePoint POCs/Site Owners




Governance & Innovation


  • Analyze the complete current Intranet and Internet SharePoint sites, with the intention of rebuilding, modifying or upgrading the infrastructure, links, and security to meet business requirements;



  • Provide regular status reports on project milestones, risks, and deliverables

  • Develop and enforce SharePoint governance plans, site provisioning processes, and data retention policies

  • Drive innovation by identifying and implementing new features, Power Apps, and Power Automate workflows

  • Customize SharePoint sites, including designing templates, branding, and web parts

  • Perform administrative and office management tasks to support information flow through the office



  • Work with the E/EX Information Systems Security Officer to ensure that all SharePoint sites are fully compliant with Department of State, Diplomatic Security and Information Resources Management standards

  • Provides technical consulting to include performing requirements analysis, providing solutions options, providing plans for implementing options and performing implementation strategy and implementation.




Core Technical Capabilities


  • List & Site Management: Extensive experience with list customization, field types, custom forms, and comprehensive knowledge of Site Settings options

  • Records Management: Implementation of records management policies and out-of-the-box solutions

  • Workflows: Applied knowledge of out-of-the-box workflows, creating no-code solutions using reusable, site, and list workflows

  • Design: No-code design solutions including Publishing and Wiki pages, Master Pages, CSS, and Page Layouts

  • Web Parts: Applied knowledge of all out-of-the-box web parts, including connections and filters




Qualifications


Experience Requirements


  • Minimum 8+ years of IT experience, with at least 4 years of specialized experience in designing, developing, and administering SharePoint platforms

  • Experience migrating between SharePoint versions (2007 to 2016)

  • Experience with cloud-based applications (Office 365, Google for Government)

  • Experience administering enterprise systems (such as Archibus, SAFE, SharePoint Online, ArcGIS Enterprise and Tableau Enterprise);



Technical Skills


  • Deep knowledge of SharePoint

  • PowerShell, SQL Server, Active Directory

  • Power Platform (PowerApps, Power Automate)

  • SharePoint Designer out-of-the-box tools

  • Microsoft Visio for business process diagramming

  • InfoPath



Certifications


  • Microsoft certification for SharePoint 2010 and higher (MOS acceptable)



Federal Environment & Clearance


  • Demonstrated experience in a federal agency (Department of State preferred)

  • Experience managing classified (SIPR) or unclassified (NIPR) environments

  • Must hold Secret, Top Secret, or Public Trust clearance



Deliverables


  • System for tracking and monitoring bureau actions, correspondence, and recommendations

  • Metrics on site usage, system uptime, and storage

  • Governance Documents: Updated policies on site provisioning and security

  • Migration Plans/SOPs: Technical documentation for upgrade or migration projects

  • Documentation of user access reviews and compliance scans

  • Support and documentation of all features upon completion




Place of Performance


American Red Cross Building, 2025 E Street, N.W.,Washington, DC 20006. Remote work on a limited basis may be permitted with management approval and in accordance with DoS HR Telework guidelines. Standard five-day on-site work week is expected. Travel to Department Annexes and overseas posts may be required.


Security Requirements


All contractor personnel must possess Secret and/or Top Secret clearances issued by the Defense Security Service prior to working on the contract, in accordance with 12 FAM 600. Contractor shall comply with DoS regulations for protection of classified/sensitive information.
