Duties and Responsibilities:

  1. Position Overview



The Knowledge, Data, and Operations Analyst is responsible for the creation, administration, and ongoing maintenance of a SharePoint-based Bureau data platform used to retain key institutional knowledge, share lessons learned and templates for domestic and overseas users, and track internal and external organizational performance metrics. This position functions as a self-directed technical lead, independently managing the full lifecycle of digital transformation projects from requirements gathering through deployment and adoption, and maintains a close and highly responsive relationship to the day-to-day activities of their assigned Bureau Program Office.


The incumbent reports to the applicable Program Office Contracting Officer’s Representative (COR) or Government Technical Monitor (GTM) with potentially administrative oversight provided through an onsite team leader — and works independently in their substantive area of expertise on analytical products and projects.


  1. Position Classification and Grade Equivalency



The duties described in this labor class closely align with the OPM Classification Flysheet for the Information Technology Group, GS-2210 and the OPM Classification Flysheet for the Data Science Series, GS-1560. The position is analogous to a similarly situated Civil Service Employee at the GS-14, Step 10 level, depending on the level of education and experience.


III. Required Qualifications


Minimum Education: Bachelor’s degree in information technology and/or Information Assurance.


Technical Proficiency Requirements:


  • Highly skilled in standard office computer programs, including Microsoft Office, Microsoft SharePoint, Microsoft InfoPath, Microsoft Project, Google Earth, Adobe Acrobat, Adobe Photoshop and other standard office computer systems

  • Working knowledge of various Department IT systems including (but not limited to) the Integrated Logistics Management System (ILMS), the E2 Travel System, the Global Financial Management System (GFMS), and the Budget Formulation, Execution, & Management (BFEM) system

  • Demonstrable education and experience in developing SharePoint-based business-intelligence tools including Power Apps that fully integrate with Microsoft desktop software

  • Proficiency in HTML, CSS, JavaScript, JQuery, and MS InfoPath

  • Experience coordinating with parent IT divisions to understand Departmental permissions



Security Clearance: Must be able to attain a Secret security clearance.


Communication Skills: Must have excellent written and verbal communications skills.

  2. DUTY 1 – Knowledge Management & Digital Architecture



The incumbent designs and maintains comprehensive web-based knowledge management repositories of Bureau lessons learned, best practices, key documents, budget and strategic planning products, and other critical sources of institutional knowledge necessary for the organization to maintain consistent and continual operations in an environment subject to high employee turnover.


Critical Elements:


  • Architect integrated SharePoint Online environments and Power Platform solutions that transform static repositories into active business systems

  • Develop scalable Microsoft 365 ecosystems leveraging SharePoint Online, Power Apps, Power Automate, and Power BI to support workflow automation, reporting, and enterprise transparency

  • Manage customer-facing websites; assist in the production of professional grade, “theme-consistent” web layouts and designs; and develop intuitive, interactive Microsoft 365/SharePoint Online Web parts

  • Establish standardized frameworks for document governance, version control, structured intake, and cross-division visibility to support continuity of operations

  • Create and maintain knowledge management repositories across multiple platforms, such as OMB MAX, BFEM, GFMS, Knowledge Online, and/or other intragovernmental web-based platforms as directed

  • Ensure the widest availability to both domestic and overseas personnel

  • Independently lead knowledge modernization projects from requirements gathering through deployment and adoption, coordinating directly with IT and business stakeholders



  1. DUTY 2 – Data Collection, Analytics & Business Intelligence



The incumbent designs, builds, implements, maintains, and continually improves upon a Bureau data analytics hub/business intelligence tool that tracks and analyzes performance metrics for the organization, as well as the allocation of Program Office resources against Department, Bureau, and Directorate objectives.


Critical Elements:


  • Work with key leadership within the Bureau to create meaningful, quantitative, performance metrics that measure workforce utilization and the accomplishment of program objectives in a manner that maximizes transparency, efficiency, and accountability, while maximizing ease-of-use for the customer

  • Architect and implement enterprise-level Power Platform solutions integrating data across E/EX divisions

  • Develop custom Power Apps for contract tracking, staffing oversight, reporting automation, and operational workflows

  • Create automated approval processes using Power Automate to standardize cross-division business processes

  • Design executive-level Power BI dashboards utilizing advanced data modeling and performance metrics aligned with leadership priorities

  • Integrate data from multiple systems including the Integrated Logistics Management System, Budget Formulation and Execution Management (BFEM) System, and the Global Financial Management System

  • Develop business intelligence tools that serve as a dashboard for Program Office statistics, workforce management, and provide a basis to justify resource requests with quantitative data

  • Support automated business workflows using SharePoint 2010+ features to allow for transparent and time-stamped approvals

  • Independently manage solution lifecycles including intake meetings, requirements documentation, stakeholder alignment, UAT coordination, deployment planning, and follow-through



Typical Tasks:


  • Ensuring that organizational data is secure

  • Ensuring data is properly backed up to prevent data loss

  • Ensuring efficient and error-free database operation

  • Identifying new users’ needs to create and administer databases

  • Making and testing modifications to the database structure as necessary

  • Managing database user permissions



  1. DUTY 3 – Operations Analysis & Project Leadership



Based on data gathered through the incumbent’s database, the incumbent formulates and applies modeling and other optimizing methods to develop and interpret information to assist management with decision making, policy formulation, or other managerial functions in accordance with the Foundations for Evidence-Based Policymaking Act of 2018 (and other applicable laws, regulations, and best practices).


Critical Elements:


  • Own and lead individual project portfolios across E/EX divisions

  • Schedule and facilitate independent project meetings with stakeholders

  • Manage scope, risk, timelines, deliverables, and follow-through without direct oversight

  • Design intake, prioritization, and governance frameworks to standardize execution across divisions

  • Translate operational challenges into scalable Power Platform solutions

  • Develop project plans, roadmaps, and executive briefings

  • Ensure projects move from concept to deployment with measurable outcomes

  • Query repositories of program and business intelligence data and convey findings through periodically standardized written reports that allow decision-makers to gauge progress towards stated objectives

  • Communicate with customers to identify emerging priorities

  • Managing the timely flow of business intelligence information to users

  • Collaboration with senior managers to clarify management objectives

  • Preparing management reports that define and/or evaluate problems and recommend solutions

  • Conferring with management to prioritize needs, resolve conflicts, develop content criteria, or choose solutions



The incumbent functions as a self-directed project execution lead, effectively operating as a single-member delivery team responsible for architecture, development, coordination, and implementation.
