Job Description

Duties

  • Plans, organizes, and directs the activities of the USSOCOM J8-Manpower Validation Section, ensuring that manpower requirements.
  • Exercises supervisory personnel management responsibilities. Keeps employees informed of management goals and objectives, as well as of changes in regulations, policies, and procedures governing the work.
  • Represents the Manpower Validation Section, J8 AMV Branch Chief, and J8 Director, in USSOCOM with a variety of high-level government committees, national forums, and DoD meetings/conferences, focusing on activities to meet the Command's manpower validation and requirements responsibilities and vision.
  • As senior analyst, plans, organizes, and directs the activities of the Manpower Validation Sections, ensuring that the Section complies with legal and regulatory requirements in the conduct of manpower studies, process improvement efforts, and resource management.
  • Serves as senior analyst and point-of-contact for assigned current and projected workload and manages manpower or resource management studies and surveys by responding to functional requests, planning projects, monitoring engineering team performance and products, and presenting briefings.
  • Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of manpower, manpower validation, manpower requirements and resource policies, guidelines, concepts and processes to conduct manpower studies, surveys, process improvements, manpower validation efforts and manpower management processes; and of USSOCOM, Services, Components, and TSOCs organizational structure to define study results, surveys, and interpret data from manpower organization to ensure satisfaction of USSOCOM manpower goals on objectives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of manpower, manpower validation, manpower requirements and resource policies, guidelines, concepts and processes to conduct manpower studies, surveys, process improvements, manpower validation efforts and manpower management processes; and of USSOCOM, Services, Components, and TSOCs organizational structure to define study results, surveys, and interpret data from manpower organization to ensure satisfaction of USSOCOM manpower goals on objectives.
2. Knowledge of safety and security regulations, practices, techniques, and procedures.
3. Skill and ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
4. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization; adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to interpret agencies' directives, instructions, and guidance and make local decisions and recommendations based on analysis.
6. Ability to analyze, plan, and adjust work operations of subordinates to meet program requirements and objectives within available resources.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Conditions of Employment Continued:
  • Work performed on a daily basis requires access to classified local and wide area networks. Prior to appointment to this position, the selectee must possess a Top Secret clearance with access to SCI clearance. This position has a recurring requirement for TS-SCI access. Incumbent ensures that procedures for handling classified materials are accurately followed and all security requirements are met.
  • Employee must obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) based upon a Single Scope Background Investigation. Requires a special-sensitive SCI clearance. Position has recurring access to classified/sensitive information.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied as a Testing Designated Position.
