Job Description

Duties

  • Manage cost, schedule, and performance of Military Health Systems Acquisition Program.
  • Direct operations for the development and execution of acquisition strategies.
  • Formulates system testing and deployment plans for major technology initiatives.
  • Evaluates contractor technical deliverables against established project requirements.
  • Maintain organization structures to improve management.
  • Briefs senior executive leadership on programmatic resource utilization.
  • Prepare and present briefings, reports, recommendations, and plans to senior executives.
  • Exercises full supervisory authority over subordinate branch personnel.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Program Management Advanced Level IV - This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.
  • This position is designated as a Critical Acquisition Position (CAP). The incumbent will be required to sign a Tenure Agreement which requires the incumbent to remain in this position for a minimum of 3 years.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Incumbent may be required to complete a one year probationary period.

Basic Requirement for Supervisory Program Manager, NH-0340-04:

Specialized Experience: One year of specialized experience which includes 1) Directing and managing cost, schedule, and performance constraints for acquisition programs such as information technology, medical devices, pharmaceuticals, and facilities, to ensure successful program execution; Directing and managing cost, schedule, and performance constraints for acquisition programs such as information technology, medical devices, pharmaceuticals, and facilities, to ensure successful program execution; 2) Analyzing program progress, resource utilization, and operational metrics to evaluate compliance with technical, operational, and regulatory requirements and resolve program risks or deficiencies; 3) Oversee system testing, implementation, or deployment activities by evaluating requirements and contractor deliverables; AND 4) Preparing and delivering program reports to provide recommendations to senior executive. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).
