Program Analyst

Duties

• Creates, establishes, and updates agency policies and processes for effective contract administration of defense acquisitions based on analyses of agency metrics, trends, and regulatory changes.
• Represents the agency in discussions, meetings, and transactions with a variety of professionals both inside and outside the DoD on topics concerning major program acquisition initiatives: supply chain dependencies and supply chain risk management.
• Analyzes contractor performance data, and supports the development and maintenance of enterprise application tools that facilitate the adoption of agency policy.
• Leads multi-functional teams of peers in developing new methods, processes and metrics to improve the quality and depth of DCMA's program-based acquisition insight.
• Formulates plans, policies, and strategies to achieve headquarters objectives and support customer outcomes related to specific platforms or program requirements.
• Coordinates the development of competency models for program integration/supply chain insight and assists in designing, developing, and maintaining a wide variety of training courses and materials to enhance workforce understanding.
• Monitors Command and Contract Management Office (CMO) performance against established indicators and execution of policy to detect anomalies and identify the need for process improvements or tool development.

To qualify for a Program Analyst, your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

• Making data-driven products and conclusions to advise and inform senior leader decisions.
• Creating integrated program insights from multi-functional contract management practices including supply chain, quality, engineering, earned value, risk management and financial systems.
• Leading teams, including groups of peers, performing program support activities under time-constrained conditions
• Utilizing business intelligence tools to develop insights and products from enterprise datasets.
• Navigating program issues with customers where differing objectives, agendas, and priorities exist among involved groups.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
