Shape Naval Aviation Readiness from the Ground Up

Every sortie a Navy Reserve squadron flies depends on maintenance data being accurate, available, and on time. NALCOMIS is where that data lives — and the systems administrator who keeps it running is the reason maintenance officers, material control, and Fleet Readiness Centers can make the calls they make each morning.

Cadence Coalition is seeking a Senior NALCOMIS Systems Administrator to own that mission at NAS JRB Fort Worth. This is a single-incumbent, high-trust role: you are the technical authority for the NTCSS Virtual Environment supporting Navy Reserve aviation units at four geographically separated sites. You will not be one of twenty administrators on a ticket queue. You will be the administrator, with direct visibility to the customer and real ownership of the outcome.

What You'll Do

You will administer and sustain the NTCSS Virtual Environment and the NALCOMIS OOMA and OIMA systems that support organizational- and intermediate-level aviation maintenance across NAS JRB Fort Worth, JRB New Orleans, JB McGuire-Dix-Lakehurst, and NAF Washington/Andrews AFB. All support to the outlying sites is provided remotely from Fort Worth.

Systems administration and database administration

Administer the NTCSS Virtual Environment, hosted virtual machines, RSUPMAST and NALCOMIS slave servers, OOMA servers, storage, and supporting infrastructure
Serve as both NALCOMIS Systems Administrator and Database Administrator
Create, modify, disable, and maintain administrator and end-user accounts, passwords, privileges, and access controls in accordance with DISA requirements and the applicable System Administrator Guides
Perform routine, unscheduled, and emergency startup and shutdown procedures
Monitor system interfaces, inter-system connectivity, server and database logs, batch programs, and automated scripts
Maintain NALCOMIS-OIMA, NALCOMIS-OOMA, and NALCOMIS-ERP interface functionality

Backups, recovery, and continuity

Execute daily, weekly, monthly, and annual backups using Veeam Backup and Replication
Verify backup integrity, maintain off-site copies on external storage, and execute system recovery procedures
Establish and maintain local contingency standard operating procedures for all supported sites

Cybersecurity and compliance

Maintain current POR baseline software loads, antivirus definitions and signatures, and HBSS point products
Prepare production VMs for ACAS scans, upload results to VRAM, and coordinate mitigation of site-owned vulnerabilities
Verify monthly installation of IAVAs and Data Alignment Programs; report IAVA compliance and mitigation status
Conduct monthly account, privilege, audit-log, system-security, and database-integrity reviews; retain audit files for one year
Sign and maintain a Privileged Access Agreement and comply with DoD 8140/8570 cyber workforce requirements

Customer and squadron support

Serve as the remote NTCSS Systems Administrator for supported ASDs, FRCs, and squadrons
Diagnose and resolve remote desktop, connectivity, interface, account, application, and database issues
Submit trouble reports and change proposals through the applicable Navy ITSM system and to NIWC Norfolk
Support squadron OOMA administrators with deployment preparation, Homeguard virtual machine upload and download, detachment system setup, and NGEN/NMCI reconnection
Provide informal training and on-the-job instruction to O-level and I-level maintenance personnel, DBAs, and system administrators

Reporting and coordination

Maintain the SA logbook documenting system changes, downtime, hardware and software failures, and database saves
Maintain a 100% accurate inventory of assigned NTCSS VE and NALCOMIS hardware
Coordinate scheduled system non-availability periods, equipment installations and removals, and hardware/software upgrades
Deliver recurring monthly technical, cybersecurity, inventory, database-integrity, downtime, and contract status reports
Participate in meetings and briefings with the Navy customer, TYCOM, Wing, ASD, and FRC representatives

Performance standards: maintain 99% system availability and respond to reported after-hours outages within two hours.

Required Qualifications
U.S. citizenship (required — no exceptions, no visa sponsorship)
Active DoD Secret security clearance at time of award, with a favorably adjudicated Tier 3 or T3R investigation current within five years
Current IAT Level II certification for System Administrator Work Role 451 (CompTIA Security+ CE or approved equivalent), with willingness to maintain 20 hours of continuing education annually
10+ years of general experience in information technology, information systems, or computer-related work
6+ years of specialized experience as a systems or network administrator
10+ years of aviation maintenance administration experience
Demonstrated experience as both a NALCOMIS Database Administrator and NALCOMIS Systems Administrator
Extensive hands-on experience supporting O-level and I-level NALCOMIS/OOMA/OIMA configurations
Senior-level technical expertise equivalent to a military E-6 pay grade or above
Experience with virtual machines, Veeam backups, ACAS, VRAM, IAVAs, DAPs, antivirus products, audit logs, and access controls
Experience with local area networks, telecommunications, and standard desktop hardware and software
Proficiency with Windows operating system environments (legacy and current) and Microsoft Office
Working knowledge of the Naval Aviation Maintenance Program (CNAF 4790 series) and aviation maintenance documentation
Ability to obtain and maintain a Common Access Card
Ability to lift up to 50 pounds as required
Ability to read, write, speak, and understand English sufficiently to perform all assigned duties
Preferred Qualifications
Prior support to CNAFR, Navy Reserve aviation units, Aviation Support Detachments, Fleet Readiness Centers, or deploying squadrons
Experience administering NTCSS virtual environments across multiple geographically separated locations
Experience with OOMA Homeguard virtual machines and squadron deployment support
Familiarity with NTCSS System Administrator Guides (EE689 series) and NALCOMIS technical manuals
Prior coordination with NIWC, NMCI/NGEN, Navy cybersecurity personnel, and aviation maintenance leadership
Current DISS record and recent performance in a cleared Navy environment
