LEAD AIR OPERATIONS SPECIALIST

Duties

• Serves as Team Leader. Communicates and integrates the organization's strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, and work products and services.
• Serves as unit Information Assurance Officer and sets up and maintains Unit Servers, SQL Servers (PEX), SQL Server Reporting Services, Microsoft SharePoint, Internet Information Services, Windows Clustering, Public Key infrastructure, and Federal Information Processing Standard (FIPS) 140-2 compliant hardware security, to include user administration.
• Performs expedient reaction to SAAM, JCS and AMC-tasked worldwide KC-135 and C-37 missions.
• Coordinates with all users of 6 ARW assets worldwide.
• Develops, analyzes, evaluates and maintains KC-135 operations planning, fuel usage, and Flying-Hour

• Incumbent will be required to work in response to short notice contingency operations.
• This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations, Series 2150.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. comprehensive knowledge of KC-135 and C-37 operations policies, principles and practices. Broad knowledge of Air Force KC-135 and C-37 operations policies, principles and practices of the 6 ARW functional activities to develop tanker/airlift missions. Thorough knowledge of 6 ARW operations policies, principles and practices to provide services to provide services to satisfy user requirements. Knowledge of KC-135 and C-37 performance capabilities and limitations to include range, fuel requirements, configuration, loading, take-off data and weight restrictions. Thorough knowledge of DOD/JCS/Air Force operations directives, regulations (AFI 11-221, AMC Fuel Efficiency guidelines, CJCS policy on Foreign Military Sales operations, etc), policies and procedures to plan and develop services to satisfy user requirements. Thorough knowledge of AMC computer resources and automated scheduling tools, and flight planning documents. Thorough knowledge of operations techniques, systems and processes for use in performing a wide variety of analytical studied, trend analysis, metrics and projects. Knowledge of the Foreign Clearance Guide and worldwide diplomatic clearance requirements for transiting aircraft to ensure over-flight clearances are granted. In-depth knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, the international airway routes and structure, oceanic routes, controlled and special use airspace, and KC-135 and C-37 flight characteristics. Broad knowledge of aeronautical charts, Flight Information Publications (FLIP) documents, guidelines and worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace, airways and flight safety issues, airfield information and restrictions, en route supplements. Knowledge of route planning including knowledge of the Organized Track System, airways, critical leg flight planning and air refueling procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of a wide range of KC-135 and C-37 operations policies, principles, practices, operational concepts, procedures and guidelines to include assigned aircraft performance capabilities and limitations. This encompasses assigned aircraft operations directives, plans, regulations, techniques, systems and processes.

Knowledge of flight operations in additional to aircrew flying limitations and crew rest requirements, visual and instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, en route supplements, etc.

Knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines and worldwide route planning, international airway routes and structure, diplomatic clearance requirements, oceanic routes, controlled and special use airspace, aeronautical charts, airways and flight safety issues. As well as development of mission itineraries.

Knowledge of operating systems associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.

Skill in analyzing and translating complex information/issues; evaluating alternatives; and recommending courses of action.

Ability to communicate effectively, both verbally and in writing, to plan, organize and direct the functions and staff of an organization ..
