Job Description

Position Summary
Cadence Coalition is seeking a Technology Support Specialist to serve as the sole on-site IT professional for the Base Training and Education Services (BTES) facility at Barksdale AFB. This is a non-personal services role supporting U.S. Air Force voluntary off-duty education programs and military testing.
The successful candidate will independently own the full technology footprint of the Education Center: servers, network infrastructure, testing systems, classroom and lab computers, video surveillance, and the facility's primary database. This role blends senior-level network and systems administration with hands-on infrastructure work and direct customer support to students, staff, and on-base university partners.
This position cannot be subcontracted. The selected individual will be employed directly by Cadence Coalition.

Facility Environment
The BTES facility comprises:
• Two testing rooms with 40 total test stations
• A computer lab with 16 computers
• 11 classrooms
• 15 staff computers
• Servers, switches, routers, printers, fax machines, satellite receivers, and associated peripherals
• Defense Education Training Network (DETN) satellite training system
• Quality-of-Life Network (QOLNET)
• Video surveillance system with 45-day recording retention

Essential Duties and Responsibilities
Systems and Network Administration
• Provide immediate on-site hardware and software support for all testing computers, personal computers, servers, fax machines, satellite receivers, switches, routers, printers, and peripherals critical to BTES technology systems.
• Perform hardware and software system administration across all offices, classrooms, and testing environments.
• Monitor, operate, and maintain the Quality-of-Life Network (QOLNET) within Education Services facilities, maintaining network and server availability within established norms and tolerances on a daily basis.
• Provide all networking architecture recommendations and networking support to improve the BTES network as directed by the BTES Team Leader.
• Perform system-level design and configuration, including determination of hardware, operating system, and platform specifications.
• Interface with vendor support groups to ensure proper escalation during outages or periods of degraded performance.
• Analyze network traffic, troubleshoot performance issues, and provide capacity planning recommendations.
Testing Systems Support
• Maintain and support military and academic testing environments, including Pearson VUE and Air Force eLearning testing portals.
• Support foreign language testing, including the Defense Language Aptitude Battery (DLAB) and Defense Language Proficiency Test (DLPT), and Professional Military Education (PME) testing.
• Maintain, operate, and schedule the DETN satellite training system, ensuring systems are operable and available when needed or requested.
• Manage the use of computer laboratory and DETN satellite equipment; troubleshoot, notify, and provide restoration solutions to the BTES Team Leader for malfunctioning equipment.
• Assist the BTES Team Leader in identifying needed upgrades to distance learning equipment.
Infrastructure and Installation
• Implement new software and hardware systems as required by the BTES Team Leader.
• Set up new testing computers and other information systems in a timely manner to support gradual improvement of the BTES facility.
• Perform physical installation work, including running cables through ceilings, baseboards, and walls from a central location.
• Perform standard installation practices for electronic equipment supporting network and video surveillance systems.
• Develop blueprints in support of new facilities and maintain blueprints of current facilities.
• Establish and maintain a facility diagram with an associated database tracking fixes and information system implementations.
Data, Database, and Security Management
• Establish and follow procedures for safeguarding all critical data.
• Install, maintain, and upgrade the Education Center primary database; provide training to BTES personnel on its use.
• Provide for safe migration of important data from one system to another.
• Maintain and operate the video surveillance system, including installation of servers, switches, cameras, and associated software; maintain a minimum of 45 days of recordings.
• Provide technical assistance to legal entities in furnishing audio/video recordings.
• Ensure proper information security on all systems and educate personnel on security procedures protecting sensitive data and records.
• Review building security procedures; change combinations on entryway cyber locks at least annually or as needed.
• Instruct BTES personnel on programming secure storage container lock mechanisms (X-07/X-09). Move safes as required.
Asset Management and Procurement
• Account for all equipment from receipt through disposal on the BTES technology inventory using Base Equipment Communication Office (BECO) provided products.
• Physically and visually perform an annual inventory of all assigned computer systems and peripherals within the designated completion period. No exceptions.
• Develop and maintain tracking systems, including all required documentation, to monitor all information systems.
• Assist the Director in researching and purchasing computer systems and components via GSA Advantage.
• Program, maintain, and execute a refresh schedule for assigned computer systems and peripherals on a designated rotating basis, providing scheduled replacement when requested.
Web and Collaboration Services
• Maintain the Barksdale AFB BTES SharePoint site: update links, build pages, link documents and databases, and manage layout.
• Ensure web page quality and integration with the Air Force Global Strike Command (AFGSC) BTES website.
Customer Service, Training, and Advisory
• Train and assist office personnel on software required to efficiently execute their jobs.
• Maintain a standard of no more than one valid customer service complaint per month, with no repeat offenses.
• Provide recommendations to the facility director for future planning and improvements to the existing information systems structure.
• Provide technical assistance to the BTES Team Leader on all aspects of communications, including phone, computer, and surveillance security systems, to meet DoD and Air Force requirements.
• Work with and provide technical assistance to on-base universities to ensure their physical, security, and communication requirements are met within government guidelines.
• Perform other critical system support as requested by the BTES Team Leader.
• Ensure the assigned workstation is maintained in a clean and orderly condition with adequate resources.
All tasks shall be performed in a timely and professional manner consistent with common commercial workplace practices and in accordance with Education Center and Government guidelines, and in accordance with all DoD, Air Force, AFGSC, and local base computer and technology guidelines and instructions.

Required Qualifications
Candidates must meet all of the following. These requirements are drawn from both the Performance Work Statement and Cadence Coalition's awarded GSA Schedule labor category qualifications. Neither set may be waived.
Education and Experience
• Bachelor's degree (required by GSA MAS labor category minimums).
• Minimum ten (10) years of professional experience in network and information systems operations, administration, or support (required by GSA MAS labor category minimums).
• Demonstrated experience in both hardware and software application support of the type used in an education, training, or testing environment.
• Appropriate related professional work or volunteer experience of at least one (1) year within the last two (2) years.
Certifications
• Active CompTIA A+ certification — must be current prior to day one of performance.
• Active CompTIA Network+ certification — must be current prior to day one of performance.
Both certifications must remain active for the duration of employment on this contract. Candidates whose certifications are expired or pending will not be considered without a documented completion date preceding the contract start.
Technical Knowledge
• Working knowledge of Windows Enterprise 10 and 11.
• Working knowledge of Microsoft 365 Office Enterprise.
• Familiarity with BECO products (electronic equipment supporting staff computers, testing, and the BTES mission).
• Knowledge of and experience with Air Force computer and network security regulations is mandatory.
• Knowledge of standard installation practices for electronic equipment supporting network and video surveillance systems.
• Working knowledge of foreign language and PME testing environments.
• LAN/MAN/WAN administration and operations support.
• Database administration, migration, and upgrade experience.
Interpersonal
• Strong customer service skills.
• Strong verbal and written communication skills.
• Ability to work independently with minimal supervision as the sole technical resource on site.
Security and Eligibility
• Must be able to obtain a Contractor Access Card on the first day of scheduled performance.
• Must complete a National Agency Check, initiated within the first week of performance. Any derogatory information preventing the candidate from maintaining this clearance will result in immediate termination.
• Must not be identified by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
• Must complete all training assigned under Total Force Awareness.
• Must be able to obtain base identification and vehicle passes and comply with DAFI 31-101 and DoDMAN 5200.02_DAFMAN 16-1405 where unescorted entry to controlled or restricted areas is required.
• Must provide an after-hours contact number or email for the Emergency Mass Notification System (EMNS).

Preferred Qualifications
• Direct familiarity with the Defense Language Aptitude Battery (DLAB) and Defense Language Proficiency Test (DLPT).
• Prior experience supporting an Air Force or DoD education center, testing center, or training facility.
• Hands-on experience with Pearson VUE testing portal administration.
• Prior experience as an education technician or in a closely related instructional support role.
• SharePoint site administration and page development experience.
• Experience with IP video surveillance system installation and administration.
• Existing active National Agency Check or higher clearance.

Work Schedule and Conditions
• Hours: 20 hours per week (estimated), pre-scheduled monthly. Exact days and times are determined in advance by the BTES Team Leader and may be modified according to changing program needs.
• Core coverage: Services are typically expected during normal Education Center operating hours of 0800–1600.
• After-hours: Occasional support outside normal hours may be requested. Required response time is within two (2) hours.
• Government-furnished: Office space at a customer service counter, computer equipment, and supplies required to perform all tasks are provided at no cost by the Government.
• Physical requirements: The role includes hands-on infrastructure work such as running cable in ceilings, baseboards, and walls; installing electronic equipment; and moving safes as required. Candidates must be able to perform physical installation tasks, lift equipment, and work in confined or elevated spaces.
