Position Description & Qualifications

Serco has an immediate need for an experienced Senior Program Analyst in Shipbuilding - Production & Quality focus - role in Washington, DC, providing direct support to a U.S. Navy Frigate Program Office responsible for the acquisition, construction, testing, delivery, and lifecycle transition of surface combatants.

The ability to obtain/maintain/transfer a U.S. Department of War (DoW) Secret security clearance.

As a key member of the PMS 410 Program Office Support Team, you will support the Government Production Team in managing ship construction activities, production schedules, industrial base coordination, modernization efforts, risk management, and program execution associated with the Navy's frigate portfolio. In addition, you will be the primary liaison between the Washington, DC team and the Pascagoula, MS based team of program and production analysts and technicians with expertise in scheduling, production, and quality assurance, that support PMS 410 and the local SUPSHIP office.

The ideal candidate will possess extensive experience supporting a U.S. Navy Shipbuilding Program Office, preferably within a Production Department, and have demonstrated knowledge of ship construction processes, scheduling, waterfront execution, shipbuilder performance management, and NAVSEA acquisition programs.

This position will serve as an advisor and action officer supporting Program Office leadership by coordinating production activities between NAVSEA, PEO USC, Supervisor of Shipbuilding (SUPSHIP), warfare centers, shipbuilders, and fleet stakeholders.

In this role, you will:
  • Provide technical and programmatic support to 410 Leadership.
  • Support PMS 410 in managing cost, schedule, and performance of the Frigate shipbuilding program.
  • Analyze program data and develop reports, briefings, and decision support tools for senior Navy leadership.
  • Embed directly with PMS 410 Production leadership team to ensure alignment of program office priorities and taskings across the Serco production and quality team.
  • Develop and analyze production metrics to make recommendations and inform Programmatic decision making.
  • Track program milestones, risk mitigation strategies, and contract deliverables.
  • Participate and assist in leading Integrated Product Teams, shipbuilding meetings, and program reviews.
  • Provide guidance and leadership to the production and quality engineering, technician, and analyst team in all areas of new construction shipbuilding.
  • Directly supervise and manage the daily activities and deliverables of the Washington Navy Yard (WNY) production support team.
  • Aid in the development of junior production analysts that are part of the WNY program office support team to support short-term and long-term contract efforts and support of PMS 410P.
  • Contribute to the development of strategies in alignment with program objectives and help develop 410P's strategic plan.
  • Participate in scheduled meetings with PMS 410, SUPSHIP, shipyard personnel and subcontractors, providing inputs and insight as necessary.
  • Develop and submit weekly and monthly reports of all completed activities to task lead.
  • Provide support and coordination to the local SUPSHIP team as needed.
  • Cultivate positive relationships with internal and external stakeholders.
  • Perform additional duties and responsibilities as assigned.


To be successful in this role, you will have:
  • A current DoW security clearance or ability to obtain and maintain an active DoW Secret security clearance.
  • A Bachelor's degree and 5 years of program office, ship production support and oversight experience.
  • Strong critical thinking skills, as well as customer organizational level communication and interpersonal skills.
  • An exceptional organizational and planning skills, with ability to manage multiple tasks and personnel simultaneously.
  • An extensive experience in all aspects of Navy and DOD acquisition processes in Naval Ship New Construction, including experience analyzing shipyard schedules, production plans, and construction metrics.
  • Experience working in a Navy Shipbuilding Program Office or Supervisor of Shipbuilding.
  • Experience leading and providing oversight to a team of personnel.
  • The ability to interact effectively with senior Navy leadership, government civilians, and industry representatives.
  • The ability to effectively communicate an interface with customers, stakeholders, and industry personnel, with particular attention to rapid generation of presentations for stakeholder leadership.
  • Proficiency in the M365 software suite including Outlook, Word, Excel & PowerPoint.
  • Excellent oral and technical report writing skills.
  • The ability to travel is up to 25%.


Additional desired experience and skills:
  • Prior experience supporting the Production Department within a U.S. Navy Shipbuilding Program Office.
  • Knowledge of DoD acquisition lifecycle and documentation
  • DAWIA Program Management Practitioner (previous PM Level II) or PMP certification
