Job Description

Duties

  • Provides specialized strategic and tactical services to recruit and retain civilians in technical cyber positions within CTMO.
  • Coordinates recruitment events and conducting outreach of external candidates, retaining employees and formulating Human Resources policies.
  • Serves as technical expert on human capital solutions that focus on the development and execution of recruitment plans, strategies and innovative business practices.
  • Provides technical advice and assistance to supervisors and management personnel regarding available flexibilities, incentives and best practices.
  • Designs, plans, coordinates, and participates in recruitment job fairs, event seminars, and conferences to recruit qualified applicants.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Position requires temporary duty travel (TDY) CONUS and OCONUS up to 25% of the time.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • This position requires the incumbent to take and successfully pass a Counterintelligence Scope Polygraph (CI/Poly).
  • May be subject to a three year probationary period.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by advising supervisors and management personnel regarding flexibilities, incentives, and HR best practices; applying short and long-range staffing and recruitment plans to effectively fill cyber positions; developing human capitol solutions to improve organization's retention rate; planning outreach activities with academia, private industry, colleges, universities to recruit qualified candidates.

  • If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • Must be able to obtain and maintain a Top Secret security clearance with access to SCI.
