Job Description

Duties

This position will be assigned to the Human Resources Information Systems Branch within the Air Force Services Center (AFSVC). The primary purpose of this position is ensuring continuous and efficient operations of automated human resources (HR) personnel systems. The incumbent of this position assumes a key role in implementing initiatives that work towards improving HR automated systems and applications. Manages the functional operations of HR automated systems and applications. Advises on the carrying out of system enhancements for automated systems and applications. Interprets system requirements needed for proposed system changes. Gauges system supportability and considers the impact on HR processes, then makes recommendations. Identifies procedures impacted by system changes, and provides recommendations which correspond with system changes and continue to meet applicable laws and policies. Functions as a project manager in the transition from a legacy automated system to a new/upgraded automated system. Prepares a business case on proposed automated system(s). Develops business case studies that outline costs and benefits. Functions as a business partner with other agencies. Considers the impact across divisions and ensures stakeholders are aware of and prepared for the system transition. Establishes an implementation/transition plan with timelines and milestones. Meets timeline accomplishment through various phases from development through production and deployment. Incorporates a plan to pilot the system during the transition phase. Identifies pilot team(s), which may include individuals from various offices or an entire office. Initiates and maintains strategic communications during all phases of implementation. Generates a plan to train personnel on the automated system, if needed. Ensures milestones are met or extensions are granted. Maintains personnel automated systems. Resolves system Remedy tickets. Provides information on system updates/enhancements. Distributes notifications when scheduled system updates occur. Notifies servicing offices of changes in procedures due to system errors. Determines user permission profiles. Develops processes for system access. Creates and maintains user accounts. Assists users with obtaining appropriate account-level access. Deletes/retires user accounts. Performs random and/or scheduled quality control checks. Conducts training for HR personnel on all automated HR systems and applications. Generates random and/or scheduled reports. Reviews data from reports for compliance with HR policies and procedures. Works with individuals in correcting errors. Provides feedback on areas that may require additional training based on a consistent pattern of findings. Performs additional duties as assigned.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.

Qualifying Experience:
Must have experience in applying HR laws and policies. Knowledge and ability to perform functions as a project leader. Must have working knowledge of operating various HR software and systems such as a personnel database (DCPDS or equivalent), recruitment applications (USA Staffing or equivalent), and electronic personnel file systems. Must have an understanding of automated systems proficiently enough to troubleshoot and resolve complex errors.

Qualifying Education:
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related. The field of education could be in Human Resources, Business Administration, or Business Management.

    Education

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does allow for education substitution.

    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
