Job Description

The Collection Manager (Intel Mission Movement, Collection), located at Fort Meade, Maryland, supports the Cyber National Mission Force (CNMF) by developing, coordinating, and evaluating intelligence collection activities across the Intelligence Community (IC). This position focuses on multi-INT collection, Cyber ISR planning, collection management processes, and the synchronization of SIGINT and Title 10 ISR capabilities to support operational mission requirements.

Essential Job Functions:

Collaborate across the Intelligence Community (IC) to identify customer intelligence needs and gaps and evaluate the efficiency and effectiveness of multi-INT collection against established requirements.

Support the development and execution of collection plans and strategies to provide timely, reliable, and relevant intelligence to mission customers.

Use statistical, algorithmic, data-mining, and visualization techniques to identify and interpret Intelligence, Surveillance, and Reconnaissance (ISR) data sources.

Manage large datasets, ensure data consistency, produce visualizations, and develop analytical models to communicate collection findings.

Assist in developing methods and criteria to determine whether collection requirements have been satisfied using Measures of Effectiveness (MOEs), Measures of Performance (MOPs), collection plan results, and other relevant evaluation methods.

Assist with the development and implementation of CNMF collection management processes, including the synchronization of collection activities from SIGINT platforms and Title 10 ISR capabilities.

Apply knowledge of United States SIGINT System (USSS) architecture to develop processes that enable CNMF to track collection operations through a centralized workflow and provide daily visibility into Cyber Operations, including USSS, SOTA, C-S&R, and Cyber ISR activities.

Work closely with CNMF J2 and CNMF mission teams to identify collection shortfalls and develop strategies to achieve desired operational outcomes.

Coordinate with NSA X1/C, X3, and X4 to leverage existing systems and recommend opportunities to integrate those capabilities into the CNMF Collection Management Architecture.

Develop and provide a daily Cyber ISR plan to the Commander, along with weekly and monthly operational summaries identifying collection activities, workflow inefficiencies, and recommendations for process improvements.

Prepare classified or unclassified monthly status reports highlighting major milestones, accomplishments, collection activities, and mission progress.

Assist with briefing collection results and recommendations to product line leadership, analysts, and other appropriate stakeholders.

Provide weekly mission highlights to CNMF leadership outlining current activities, priorities, and ongoing collection efforts.

Required Skills:

Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.

Demonstrated experience with intelligence collection management, multi-INT collection, SIGINT, ISR, or related DoD/IC intelligence operations.

Knowledge of intelligence collection plans, requirements, strategies, and performance evaluation.

Experience working with Measures of Effectiveness (MOEs) and Measures of Performance (MOPs).

Knowledge of SIGINT platforms, Title 10 ISR capabilities, and United States SIGINT System (USSS) architecture.

Demonstrated proficiency conducting statistical analysis and using statistical tools such as MATLAB, SPSS, SAS, S-PLUS, R, or comparable platforms.

Graduate of an in-residence DoD or Intelligence Community collection management course.

Desired Skills:

Previous Intelligence, Surveillance and Reconnaissance Division (ISRD) experience within an operations center.

Experience supporting CNMF, USCYBERCOM, NSA, or comparable DoD/IC cyber intelligence missions.
