The Strategic Workforce & Interagency Partnerships Lead is responsible for developing, executing, and managing strategic workforce initiatives that strengthen and expand the talent pipeline supporting the Submarine Industrial Base (SIB). In this role, one will engage in more complex mission support tasks, assist in advanced operational planning, and contribute more significantly to program analyses and requirement documentation. This position serves as the primary liaison between government agencies, educational institutions, industry partners, and SIB suppliers to establish sustainable workforce development programs that address critical hiring needs across the maritime industrial base.
The role requires extensive collaboration with federal and state agencies, academic institutions, workforce development organizations, and executive leadership to implement innovative workforce strategies, cultivate strategic partnerships, and advance national workforce readiness initiatives supporting the U.S. submarine enterprise.
This position is critical to the long-term sustainability of the Submarine Industrial Base workforce by creating and maintaining strategic partnerships across government, education, and industry. The incumbent directly influences national workforce strategy, expands maritime career pathways, strengthens supplier hiring pipelines, and supports executive leadership through innovative workforce initiatives, strategic communications, and data-driven reporting.

In this role, you will:
Interagency Relations
- Lead strategic engagement with federal and state agencies to develop and sustain workforce partnerships supporting the Submarine Industrial Base.
- Direct initiatives that transform the federal Job Corps program into a long-term, government-funded workforce pipeline for submarine suppliers and shipyards.
- Provide operational planning and execution support at a higher level.
- Manage the strategic transition of 6-8 targeted Job Corps Centers toward maritime-focused skilled trades programs.
- Coordinate implementation of standardized maritime trade curricula developed by General Dynamics Electric Boat and Huntington Ingalls Newport News Shipbuilding.
- Monitor program performance and foster collaboration among government stakeholders to ensure workforce objectives are achieved.
Regional Workforce Development
- Serve as the Workforce Lead for the National Capital Region, including Washington, D.C., Maryland, and Northern Virginia.
- Develop and maintain strategic partnerships with school districts, Career and Technical Education (CTE) programs, community colleges, workforce boards, and other educational institutions.
- Promote maritime career pathways and facilitate direct connections between students, educators, and Submarine Industrial Base suppliers.
- Expand regional outreach initiatives that increase awareness of career opportunities within the maritime industrial base.
- Coordinate workforce engagement events, presentations, and recruiting initiatives throughout the region.
- Engage in risk assessment and implement mitigation measures.
Academic Innovation & University Partnerships
- Lead development and implementation of university-based workforce innovation initiatives.
- Establish strategic partnerships with organizations such as the Common Mission Project to adapt proven innovation frameworks for maritime workforce development.
- Design and implement a 10-14-week maritime innovation curriculum focused on solving real-world Submarine Industrial Base challenges.
- Identify and define workforce and industrial challenges for student engagement while supporting innovation and talent recruitment.
- Develop scalable academic partnerships with the potential for nationwide expansion.
- Assist in program analysis and detailed performance monitoring.
Strategic Communications
- Manage strategic communications supporting workforce development initiatives.
- Lead planning, development, editing, design coordination, and distribution of workforce newsletters and executive communications.
- Collaborate with government leadership and partner organizations to communicate workforce accomplishments, program updates, and engagement opportunities.
- Facilitate stakeholder communication and develop coordination strategies.
- Develop communication products that strengthen stakeholder engagement across government, education, and industry.
Executive Reporting & Program Support
- Collect, analyze, and consolidate workforce accomplishments and performance metrics.
- Prepare bi-weekly executive reports highlighting workforce initiatives, program milestones, and organizational achievements.
- Deliver executive-level briefing materials for senior leadership within the Submarine Industrial Base and DRPM SUBS.
- Participate in generating and documenting refined mission requirements.
- Contribute to the development and review of Concept of Operations (CONOPs).
- Support leadership decision-making through accurate reporting and strategic program analysis.
To be successful in this role, you will have:
- Bachelor's degree in Business Administration, Public Administration, Workforce Development, Education, Organizational Leadership, or a related discipline (master's degree preferred), and minimum of 4 years' related experience.
- U.S. Citizenship is required.
- The ability to obtain/maintain/transfer a U.S. Department of War (DoW) SECRET security clearance.
- Demonstrated experience managing strategic partnerships across government, industry, and academia.
- Strong understanding of mission support processes.
- Experience leading workforce development, education, or talent pipeline initiatives.
- Strong knowledge of federal workforce programs and interagency collaboration.
- Effective problem-solving and analytical skills.
- Exceptional written and verbal communication skills and collaboration abilities.
- Experience preparing executive-level reports, briefings, and strategic communications.
- Ability to manage multiple high-visibility initiatives simultaneously.
- Strong relationship-building, facilitation, and stakeholder engagement skills.
- To be able to travel (10%).
Preferred Qualifications
- Experience supporting Department of Defense, Department of the Navy, or federal workforce initiatives.
- Familiarity with the Submarine Industrial Base or defense manufacturing workforce.
- Experience working with Career and Technical Education (CTE), community colleges, and higher education institutions.
- Program management or project management certification (PMP or equivalent) is desirable.
