The Program Manager - Junior supports execution and control of AFRL/RA technical projects within approved Acquisition Program Baselines (APBs) in accordance with DoD 5000-series directives and PMBOK guidelines. Assists with integrated scheduling, program-health reporting, risk management, acquisition documentation, MBSE/SysML data maintenance, communications, and Government task management across assigned research programs.

Essential Role and Responsibilities
  • Support execution of assigned technical projects within the approved APB and established DoD 5000-series and PMBOK processes; no individual shall support more than five programs at any given time.
  • Build and maintain resource-loaded Integrated Master Schedules (IMS) in Microsoft Project integrated with the program Work Breakdown Structure (WBS), with monthly updates.
  • Evaluate and report program-health metrics, including cost and schedule variance, for Program Management Reviews (PMRs).
  • Execute risk-management activities in accordance with the DoD Risk, Issue, and Opportunity (RIO) Guide and provide documented mitigation strategies for High or Moderate risks within five business days of identification.
  • Develop and maintain acquisition documentation, including APBs, monthly/quarterly reports, milestone decision briefings, RFP inputs (SOWs and CDRLs), source-selection strategy inputs, and ESIS data analysis.
  • Deliver documents by established suspense dates, defaulting to 10 business days when unspecified, with no more than two returns for rework.
  • Populate, maintain, and assess program execution data in the MBSE environment; generate and maintain SysML models in Magic Cameo and update program status/milestones within five business days of a Technical Review or Government-approved change notice.
  • Prepare and deliver senior-management briefings and manage internal/external suspense tasks in designated Government enterprise tracking systems, ensuring 100% of assigned taskers are answered by the required deadline.
Required Qualifications
  • Meets or exceeds the applicable GSA OASIS+ Junior labor-category education and experience standards for the proposed Program Manager labor category.
  • Working knowledge of DoD program-management, acquisition, scheduling, risk-management, and reporting practices appropriate to assigned responsibilities.
  • U.S. citizenship required for personnel requiring access to USAF bases, AFRL facilities, or U.S. Government IT networks; waivers require written Contracting Officer approval.
  • Able to obtain and maintain the clearance/trustworthiness determination required for assigned duties and SAP access when required.
  • Proficient in Microsoft 365 and able to work with Microsoft Project and designated Government task-management systems.
Preferred Qualifications
  • PMP, DAWIA Program Management certification, DoD cost/schedule management experience, and Magic Cameo/SysML experience are preferred for the Junior LCAT.
  • Note: PWS Section 8.1.2 designates personnel fulfilling the full Program Management Services requirement as Key Personnel and states Master's degree, 10 years DoD cost/schedule experience, active PMP, 5 years SAP experience, and DAWIA Advanced/Level III within 24 months; assignment of Junior personnel should remain within the scope authorized by the Prime/Government staffing approach.
Performance Standards (KPIs)
  • IMS updated monthly and integrated with the WBS.
  • High and Moderate risk mitigation strategies documented within five business days of identification.
  • Acquisition documents delivered by suspense (default 10 business days if unspecified) with no more than two returns for rework.
  • Program status and milestone updates reflected in Magic Cameo within five business days of a Technical Review or approved change notice.
  • 100% of assigned taskers responded to by the required deadline.
