Job Description

Duties

  • You will have mastery of, and skill in applying, a wide range of advanced HR laws, regulations, principles, precedents, and policies.
  • You will provide management consultative service involving the full spectrum of HR functions in rendering expert advisory services on Command-wide issues.
  • You will provide services as a recognized HR senior advisor to the command.
  • You will develop appropriate interventions for management on significant HR Issues and concerns.
  • You will apply new interventions to problems not susceptible to treatment by other methods.
  • You will collaborate and lead management in employing change management process concepts and techniques.
  • You will develop strategic goals for change.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (GS-11 grade level equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: addressing complex employee relations matters involving employee misconduct and discipline, adverse actions, grievances, and appeals. Submits decisions and recommendations to the General Counsel for final review and concurrence, when required, prior to implementation. Ensures compliance with overarching policies and requirements established by the Office of Personnel Management (OPM), Department of Defense (DoD), Department of the Navy (DoN), Executive Orders, and applicable Federal employment laws and regulations. Provides interpretive advice and guidance to management throughout the command and reviews special cases arising within assigned functional areas, recommending appropriate courses of action.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses position equivalent to GS-12 and GS-13.
