This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includeapplying experimental theories and new developments to problems not susceptible to treatment by accepted methods or makes decisions or recommendations significantly changing, interpreting, or developing important policies and programs. Complete understanding of the organization's mission and strategies as they relate to sensitive activities and associated communities. Skill in oral communications to present sensitive information/recommendations on complex matters to higher authorities. Skill in written communications sufficient to develop and publish regulations and directions dealing with complex multi-entity issues. Ability to clarify guidance and decisions to obtain compliance from various organizations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Expert level ability to develop and execute strategic human capital strategies and initiatives that align with the overall organizational business strategy and goals. Ability to develop and implement effective recruitment and retention strategies, including the use of data analytics to inform decisions. Comprehensive knowledge of best practices related to performance management, including goal setting, feedback mechanisms, and employee development. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. Must possess exceptional writing and briefing skills. Ability to establish effective professional working relationships with coworkers, customers, and stakeholders, contributing to a cooperative working environment and successful accomplishment of the mission. Ability to lead and manage a team of human capital professionals, providing guidance, support, and mentoring to ensure high performance and engagement through proper communication both orally and in writing, clearly concisely and with technical accuracy. Ability to analyze, plan, and direct work operations of subordinate organizational segments to meet program requirements and objectives within available resources.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.

CONDITIONS OF EMPLOYMENT CONT.
- The position is situated in a fast paced, high stress staff environment required to support SAF/OCX. Individual will face daily urgent requests from general officers and equivalents for papers, briefings and evaluations, typically concerning a politically sensitive issue or National Security related issues.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
