Job Description

Duties

As a FINANCIAL MANAGEMENT ANALYST at the GS-0501-13 some of your typical work assignments may include:
  • Develop sophisticated budget management toolsets to drive efficient budget execution, financial analysis, contracts review, and fiscal planning.
  • Perform periodic assessments of program execution to ascertain funding status, evaluate funding profiles, and provide data-driven recommendations to senior leadership.
  • Direct program restructuring and rebalancing efforts to assimilate changes with minimal impact, prevent the loss of expiring funds, and maximize the effectiveness of assigned resources.
  • Participates actively in the translation of requirements into detailed plans, to include budget planning, integration, formulation, presentation, execution, re-programming and planning and review of obligations and expenditures.
  • Addresses emerging budget requirements throughout the year of execution to determine the affordability and benefit to the organization.
  • Analyzes collected data from financial management systems and provides expert advice to management concerning the status of programs and possible solutions to potential cost, schedule, and performance issues.

  • Requires DoD Financial Management Level III certification within 2 years of appointment to achieve the certification requirements in accordance with DoD Directive 5118.03, DoD Instruction 1300.26, and section 1599d of Title 10, United States Code
Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Applying theories, concepts, principles, and practices of financial management programs to resolve financial and budgetary problems and policy issues within Department of Defense Financial Management Regulations.
  • Utilizing knowledge of Federal Acquisition Regulations and Department of Defense budgetary policies, procedures to perform analyses and proposes solutions to financial-Joint Staff related issues.
  • Developing budgetary and financial management operating procedures/policies and systems guidance.
  • Operating Comptroller Accounting Budget System (CABS) and Planning, Programming, Budgeting, and Execution (PPBE) processes/systems to ensure budgetary legislative process and compliance with fiscal laws.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
