Job Description

Duties

  • Prepare final study reports and decision briefings on major planning and programming strategies.
  • Develop overall portfolio plan and baseline with cost, schedule, and performance parameters to provide capabilities to meet validated operational requirements.
  • Examine reports to determine the effect of unforeseen developments and difficulties regarding resources throughout the organization.
  • Ensure optimal allocation of funds to minimize discrepancies.
  • Conduct cost and economic analyses to prepare for leadership briefings.
  • Provide essential resource management support, including program evaluation and developing short and long-range program plans based on organizational program requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires travel up to 10% of the time.
  • This is a Financial Management Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • FM Certification Level 3 is required.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program IAW AR 600-85.
  • Signing of a DA Form 5019 acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position.
  • Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
  • Position requires a Security Clearance at the Top Secret SCI level, as the incumbent will be required to access, process, use and safeguard classified National Defense information. Position is Special Critical Sensitive (S).
  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1). Generate reports regarding manpower data to ensure allocation of resources needed to meet organizational requirements; 2). Conduct cost and economic analyses to determine the most efficient manner to accomplish missions; and 3). Ensure optimal allocation of funds to minimize discrepancies.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

Term Appointment NTE - Position may be filled as a Term Appointment NTE 3 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.

Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
