Duties
The primary purpose of this position is: Planning, directing, and organizing the daily activities over four (4) GS nonsupervisory employees and one (1) military employee assigned to 62nd OSS HARM Office.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of extensive body of Aviation Resource Management objectives, policies, technical rules, guidelines, instructions, regulations, policies and precedents to support and flight pay and training requirements. Extensive knowledge of ARMS System work processes and applications to develop database and ad-hoc queries on alternative approaches, to identify problems, to plan and implement solutions and to collaborate with design center personnel to incorporate needed system changes. Knowledge of aviation service eligibility, aircrew rating requirements, aircrew flight incentive pay requirements, conditional incentive pay requirements in relationship to reserve status codes, active/inactive reserve status.

EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of various aviation management programs, policies and aviation service eligibility directives. Knowledge of and skill in applying ARMS directives, instructions, and manuals with emphasis on knowledge of personnel flight records maintenance, operating/navigating and troubleshooting ARMS data system operating procedures and preparation, processing, and auditing of associated documents. Ability to plan, organize, train, and manage the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Knowledge of applicable instructions, directives and public law affecting aircrew flight requirements, parachutists jump requirements, operational support man-year requirements, incentive pay, allowances and entitlements and flight management actions and ability to interpret, understand and take actions as specified in these directives e.g. ARMS infrastructure, database, directives/instructions, policies, and procedures, skill and ability to operate ARMS and its system interfaces and to troubleshoot/ resolve system technical problems; knowledge and skill in applying analytical and evaluative techniques in the collection and presentation of flight management and aircrew data. Ability to prepare staff reports and delivering briefings to flight crews to encourage understanding and acceptance of pay policies and procedures PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Leads five or more Aviation Resource Management specialists in the performance of aviation/parachutist management related duties.
- Plans, implements and controls all operational administrative aspects of aviation resource management.
- Researches, validates, and interprets Air Force Instruction (AFI) Mission Design Series (MDS) specific medical and physiological requirements, flying and ground training requirements.
- Interprets and administers laws and regulations regarding entitlement incentive pay.
