As the Submarine Transition Analyst, you will provide programmatic support to one of our NAVSEA customers in the Washington, DC area. Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our sailors.

Serco supports the US Navy as a subcontractor for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

We are looking for someone who takes ownership of their work and thinks beyond just completing assigned tasks. The ideal candidate looks for ways to improve processes, builds tools that increase visibility, flags risks early, and helps reduce backlog. This role directly supports fleet readiness, so accountability and reliability matter. Strong written communication, time management, and the ability to work independently while staying aligned with leadership expectations are essential for success.

In this role, you will:

  • Transition Agreements & Scope Delineation: Draft, review, and manage transition agreements between PMS 397, PMS 396, NAVFAC, CNIC, and local TRFs that delineate responsibilities and timelines for actions required to support CLB maintenance. Areas include ISEA designation, ILS Product management, Fleet Support, Supply support, and facility modifications.
  • TRF Operations & Availabilities Integration: Apply a strong, working understanding of Ohio-class (and eventually Columbia-class) SSBN operations to transition plans. Verify that dry docks, refit availabilities, refit cycles, specialized laydown areas, and sustainment requirements align with in-service maintenance needs.
  • Resource & Contract Verification: Verify all relevant activities have the required resources to support in-service maintenance. Ensure support agreements and contracts are set up to provide necessary on-site support at the TRFs.
  • Process Optimization & Digital Tool Integration: Proactively adopt, learn, and configure modern digital platforms (such as SharePoint, Teams, and Power Platform) to optimize legacy workflows, streamline tracking, and build efficient, standardized management processes.
  • POM & Funding Alignment: Ensure activities have Program Objective Memorandum (POM) requirements in place to support transition into in-service, including out-year budget planning to maintain the required level of effort.
  • Lessons Learned Integration: Work directly with other Program Offices to identify historical infrastructure and operational lessons learned that can be incorporated into OHIO-CLB transition plans.
  • Stakeholder Liaison: Liaise with stakeholders across NAVSEA Program Offices, NAVFAC, CNIC, and external stakeholders including Planning Yards, Public Shipyards and Maintenance facilities, Naval Warfare Centers, and Submarine Type Commander (TYCOM) personnel.


To be successful in this role, you will have:

  • Active/Current Interim Secret Clearance with the ability to obtain/maintain an active secret clearance
    • US Citizenship.


  • A Bachelor's degree in business or a technical field.


    • An Associates degree and 2 years of additional related experience or a High School Diploma/GED and 4 years of additional related experience will be considered in lieu of a Bachelor's degree.


  • 10 years' experience in engineering/science management, operations research analysis, financial/cost analysis, or major defense programs.


  • Significant experience in U.S. Navy programs or fleet operations.
  • An eagerness to adopt new digital tools, willing to learn and configure platforms like SharePoint, and capable of using these tools to optimize current processes and build new, more efficient ones.


  • Proficiency with Microsoft Office tools (e.g., Word, Excel, PowerPoint, Outlook, Teams). .


  • Strong customer, interpersonal and organizational level communication skills (written and verbal).


  • Experience leading a project and interfacing with an end item customer.


  • Ability to travel at least 10% of the time.


Additional Desired Experience And Skills:

  • SSBN & TRF Operational Expertise: Strong, working understanding of Ohio-class (and eventually Columbia-class) SSBN operations, specifically how Trident Refit Facilities (TRFs) operate, including operation and maintenance cycles, refit availabilities, and sustainment.
  • Navy Acquisition & Modernization: Experience working with acquisition programs of U.S. Navy ships and equipment. Experience reviewing technical documents and familiarity with modernization documents including SARs, A&Is, SIDs, LARs, JCFs, and GFI requests in appropriate data information systems.
  • Stakeholder & Facility Familiarity: Familiarity with key stakeholders including NAVSEA, Planning Yards (PYs), SUPSHIP, Submarine TYCOMs, NAVFAC, and CNIC.
  • Technical Writing: Experience writing to the Naval Correspondence Manual.
