Job Description

Position Summary

Odyssey is seeking a Capture Management Director to lead a high-performing team of Capture Managers responsible for identifying, shaping, and winning large federal business opportunities. Reporting to the Executive Director of Business Development and Capture, this leader will oversee the company's capture portfolio and establish the priorities, processes, and operating discipline required to support sustained growth.

This is a leadership role focused on building and managing a world-class capture organization. The Director will lead Capture Managers pursuing significant opportunities across the U.S. Air Force, Army, Navy, Space and Missile Defense (SMD), and Life Sciences markets, with particular emphasis on large Full and Open competitions, major recompetes, and strategic growth opportunities.

The Director will work closely with the Executive Director of Business Development and Capture and senior company leadership to determine where Odyssey Systems should invest its time, people, and resources. This includes evaluating the opportunity pipeline, establishing capture priorities, assessing competitive positioning, and making informed recommendations on which pursuits should receive the organization's highest level of investment.

The successful candidate will bring a strong understanding of how large federal procurements are won and the leadership ability to translate that knowledge into a consistent approach across the Capture Management team. The Director will establish common standards and best practices while giving Capture Managers the autonomy to develop strategies appropriate to their customers and opportunities.

This position requires a leader who can operate at two levels: managing the overall capture portfolio and developing the people responsible for individual pursuits, while personally engaging in the company's most important opportunities when executive leadership, customer relationships, or strategic intervention can influence the outcome.

What You Will Do

Lead the Capture Organization
  • Lead, coach, and develop a team of Capture Managers responsible for major federal pursuits.
  • Establish clear expectations, performance standards, and priorities for the Capture Management team.
  • Build a culture that emphasizes accountability, collaboration, disciplined execution, and winning.
  • Develop Capture Managers through regular coaching, mentoring, pursuit reviews, and hands-on leadership.
  • Identify opportunities to strengthen the team's capabilities, processes, tools, and talent.
  • Establish a consistent operating rhythm for capture reviews, pipeline assessments, strategy sessions, and leadership updates.

Manage and Prioritize the Capture Portfolio
  • Work with the Executive Director of Business Development and Capture to establish and maintain the company's strategic capture priorities.
  • Evaluate opportunities based on customer alignment, strategic value, contract size, competitive environment, probability of success, resource requirements, and potential return on investment.
  • Recommend where Odyssey Systems should invest, pursue, shape, accelerate, or walk away from opportunities.
  • Ensure Capture Managers remain focused on the opportunities that matter most to the company's growth objectives.
  • Maintain visibility into the health and maturity of the capture portfolio and identify issues requiring executive attention.
  • Balance near-term recompete activity with longer-term growth opportunities and market expansion.

Lead Large Federal Pursuits
  • Provide leadership and oversight for significant Full and Open opportunities, major recompetes, and other high-value federal competitions.
  • Ensure Capture Managers engage customers early and develop a strong understanding of mission requirements, acquisition strategies, funding, evaluation priorities, and competitive dynamics.
  • Challenge capture teams to develop solutions that are differentiated, executable, and aligned with what matters most to the customer.
  • Review and challenge capture strategies, competitive assessments, teaming approaches, win strategies, pricing strategies, and proposal plans.
  • Personally engage in the company's most strategic pursuits where senior leadership involvement can improve customer access, teaming relationships, competitive positioning, or probability of win.
  • Ensure critical decisions are made early enough to influence the acquisition rather than simply respond to the RFP.

Establish Capture Best Practices
  • Develop and implement a consistent capture framework for Odyssey Systems based on proven federal capture practices.
  • Establish common standards for opportunity qualification, capture planning, customer engagement, competitive analysis, solution development, teaming, pricing, and proposal transition.
  • Implement meaningful capture metrics and decision points that provide leadership with a clear view of opportunity health and risk.
  • Establish disciplined reviews that identify weaknesses early and drive corrective action before proposal submission.
  • Continuously improve the company's capture approach based on wins, losses, customer feedback, and lessons learned.

Partner Across the Business
  • Work closely with the Executive Director of Business Development and Capture to translate corporate growth objectives into actionable capture priorities.
  • Partner with Business Development, Operations, Engineering, Program Management, Pricing, Contracts, Recruiting, Finance, and Proposal teams to develop executable strategies.
  • Ensure capture strategies reflect Odyssey Systems' actual capabilities, resources, customer relationships, and ability to deliver.
  • Guide Capture Managers in developing effective teaming strategies and relationships with industry partners.
  • Engage senior executives at appropriate stages of major pursuits to ensure organizational alignment and timely decision-making.
  • Help position Odyssey Systems for opportunities before formal acquisition activity begins.

Drive Continuous Improvement
  • Conduct structured reviews of major wins, losses, and completed pursuits to identify lessons that can improve future performance.
  • Track capture performance and use data to identify trends, bottlenecks, and opportunities for improvement.
  • Refine tools, processes, templates, and training programs used by the Capture Management organization.
  • Build a scalable capture function capable of supporting Odyssey Systems' continued growth without sacrificing discipline or quality.

Markets and Growth Focus

The Capture Management Director will oversee pursuits across a diverse set of federal markets, including:
  • U.S. Air Force
  • U.S. Army
  • U.S. Navy
  • Space and Missile Defense
  • Life Sciences

The immediate emphasis will be on building and winning a pipeline of large, strategically important Full and Open opportunities and major recompetes. The Director will help determine where Odyssey Systems can compete most effectively and how the company should position itself to expand its presence with existing customers and enter new markets.

In this role, success is more than winning individual contracts. The Capture Management Director will be expected to build a stronger, more capable capture organization and create a repeatable approach to pursuing large federal opportunities.

Qualifications

Qualifications

  • Ability to obtain and maintain a Secret security clearance.
  • Bachelor's degree in Business, Engineering, Management, or a related discipline.
  • 12+ years of experience in federal business development, capture management, or a combination of both.
  • Demonstrated success leading or overseeing large federal captures, preferably including $50M+ opportunities.
  • Experience leading and developing Capture Managers or other senior business development professionals.
  • Demonstrated experience with Full and Open federal competitions and major recompetes.
  • Experience with one or more of Odyssey Systems' target markets, including Air Force, Army, Navy, SMD, or Life Sciences.
  • Strong understanding of the federal acquisition process and the dynamics of large government procurements.
  • Proven ability to evaluate opportunities and make sound pursuit and resource-allocation decisions.
  • Strong understanding of capture methodology and disciplined pursuit management.
  • Executive-level communication skills with the ability to brief senior leadership, customers, and industry partners.
  • Strong customer relationship, negotiation, strategic planning, and team leadership skills.
  • Ability to manage multiple priorities while maintaining focus on the organization's most important opportunities.
  • Willingness to travel as required.

Preferred Experience
  • Experience with large DoD procurements involving the Air Force, Army, Navy, or SMD.
  • Experience pursuing federal Life Sciences or health-related opportunities.
  • Demonstrated success with large Full and Open competitions.
  • Experience with major recompetes and incumbent displacement strategies.
  • Experience with IDIQ, GWAC, BPA, and task-order environments.
  • Experience with FFP, CPFF, T&M, and other federal contract structures.
  • Experience establishing or improving a formal capture management organization.
  • Experience implementing capture metrics, governance, and portfolio-management processes.
