FACILITY OPERATIONS SPECIALIST

Duties

• Plans and coordinates all work requirements and complex projects to maintain Air Mobility Command (AMC) facilities and properties.
• Oversees facility operations management resources and evaluates service contracts, financial plans, information resources, and space utilization.
• Implements and evaluates facility programs to manage safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, hazardous materials, and waste.
• Attends staff meetings, working groups, and coordinates with various personnel to accomplish facility work.

This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Facility Operations Services, Series 1640.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations with highly complicated technical requirements that have no clear precedent or plan, such as an aerial port and aircraft maintenance operations, with varied functions requiring different operational procedures to inspect facilities, evaluate use patterns and identify maintenance or restoration requirements; analyze facility and equipment requirements against technical program facility and mission needs. Knowledge of federal budgeting principles, concepts, and practices, such as Department of Defense and Department of the Air Force, to provide and prepare budget requirements submissions for operation, maintenance, repair, new construction, alteration projects, replacement of existing equipment, or increase in services. Knowledge of AMC's Global Air Mobility Support System (GAMSS) standards to train, inspect, and evaluate the air mobility support functions in security, safety, fire protection procedures and fire drills, utility management, and proper hazardous waste disposal. Knowledge of hazardous/classified waste management (including the handling, use, storage and disposal of these by unit personnel) sufficient to advise on, train, and enforce DOD, AF, Federal, and local regulations as they apply to logistic and Air Force facilities. Knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation, and shelter operations. Knowledge of safety and security practices for government facilities organizations.

EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. Major study -- engineering, industrial arts, property management, or business administration. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements for Air Force facilities and Air Mobility Command enroute infrastructure support to include operating capabilities, maintenance needs of facilities, resources, and equipment.

Knowledge of basic federal budgeting principles, concepts, and practices for the Department of Defense, Air Force, and Defense/Transportation Working Capital Funds.

Knowledge of safety, security, and property accountability practices for government facilities and organizations.

Skill to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects. Ability to communicate effectively both orally and in writing.

Ability to read and interpret paper- or computer-based engineering drawings and schematic diagrams, and to use automated systems to retrieve, maintain and update documents and records.

Ability to analyze and quickly solve unique technical physical infrastructure problems with little or no outside assistance utilizing research, professional and technical knowledge, interpretation, and application of rules, regulations, and procedures to execute timely and economical solutions. Ability to work with headquarters, and local base personnel, to ensure compliance with base facility operation publications while ensuring all functions of the work center needs are met.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
