USNH Yokosuka Supply Technical Support Services Medical and Dental Equipment Life Cycle Management
Ensure 100% program compliance with SECNAV requirements. Ensure wall-to-wall inventory is conducted within 60 days of custodian change Safeguard material, items and equipment, challenging unauthorized personnel. Receipt of command assets within 7 calendar days into DMLSS property accounting database. Attached a new assigned ECN barcode label on newly acquired command assets upon completion of DMLSS entry. Administrative function: To collect and arrange pertinent documentations to complete an equipment record for filing in both electronic and hard copy. (i.e., Purchase Request, Purchase Order, receipt/Packing Slip/Shipping Document, and DD250). Organizational skills: To file equipment record and destroy per disposition policy and procedure. Setup a weekly DLA appointment and obtain a command vehicle that will accommodate DLA equipment turn-in. Perform a loss transaction from DMLSS upon completion of equipment disposal through DLA and keep a signed DD Form 1348-1A on file by ECN concepts or transaction document number. Prepare and assist with Equipment Program Review Committee (EPRC) equipment packages quarterly. Audit existing equipment records for accuracy.

- The contractor shall provide supply technical, material management and causative research necessary to support medical and dental equipment life cycle management form initial planning through reutilization or disposal at U.S. Naval Hospital Yokosuka and Branch Health Clinics (BHCs) U.S. NMRTCY and Navy Medicine Readiness and Training Units (NMRTUs) .
- The contractor shall assist in the coordination of budget submission for apportionment and budget years to NMLC, assist in the development and maintenance of minor equipment requirements, validating requirements prior to items being funded, utilizing prioritization lists as part of pre-procurement screening processes, and assists department in the research and development of high-cost equipment packages.
- The contractor shall coordinate and monitor the Property Disposal, Reutilization and Redistribution Programs for all USNH Yokosuka minor equipment property, including oversight of physical inventory on all minor and capitalized personal property at the core hospital and all BHCs, and assist in the disposal of all old, used, and expired equipment via the Defense Logistics Agency located at Sagami Depot, Japan.
- The Contractor shall ensure that all equipment meeting the threshold requirements for minor, and capital personal property accountability are bar-coded, and entry is made to the Defense medical Logistics Standard Support (DMLSS) automated data management systems approximately 7,104 equipment life cycle supply technical transactions will require processing during the period of performance.

REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Contractor personnel shall possess the necessary supply technical skills to carry out all supply duties.
- Contractor personnel shall possess a valid USFJ driver's license to operate light truck, step-van or sedan to transport materials and equipment to and from testing and custodial or end-user spaces.
- Contractor must be familiar with medical terms and functionality of medical devices, Life cycle management of Personal Property assets.
- Contractor must have a familiarity with database concept and DMLSS property accounting systems and implementing controls to improve personal property system data accuracy.
- Security Requirements: Must have obtained a favorably adjudicated Secret clearance determination at a minimum for this position
