GENERAL ENGINEERING

Duties

The primary purpose of the ARCHITECT/ENGINEER, is to provide technical assistance to the Base Architect/Engineer in overseeing and managing the engineering shops and production control function, provide technical support to all assigned sections and provide guidance to these sections on standard and code requirements.

• Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.
• Prepares or directs the preparation of engineering and architectural drawings, specifications and independent cost estimates for the construction, modification and maintenance of a wide variety of military buildings, structures, pavements, grounds, and utilities systems. Reviews architectural drawings, sketches, and specifications for technical adequacy, constructability, maintainability, operability, and interpretation in terms of requirements for manpower, supplies, and equipment.
• Responsible for the acquisition, construction, maintenance, repair, and operating of real property facilities, and provides related management, engineering, and other support work. Exercises authority in planning, directing, controlling and coordinating architectural or engineering activities.
• Makes decisions in line with prior Air National Guard Base policy and planning, such as priority of new construction, acceptance of completed work, facility disposal, real estate acquisition, utilization, or disposal actions. Coordinates on plans, exchanges information, recommends policy or procedures and keeps apprised of new architecture and engineering developments. Determines operational trends and forecasts requirements. Determines and coordinates acquisition and use of money, manpower, equipment and material.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent does not perform a key advisory or essential administrative role that is inherently military.

• Professional Licensure recommended (PE or RA; PMP, NCARB/AIA, or LEED/GBCI), but not required.
• Must hold Contracting Officer Representative (COR) Qualification, or able to become qualified within 12 months of hire.
• This position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Minimum Requirements

1. Degree: Professional Engineering/Architecture; Professional Engineering; To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Or Architecture related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

2. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph 1.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

The retiree must notify HRO of their current retirement status prior to appointment.

Mandatory documentation that must be submitted for an applicant to be considered for that application-based Priority Placement Program (PPP)

• For Priority Placement Program (PPP) DoD Military Reserve (MR) and National Guard (NG) Technicians: The applicant MUST submit a copy of the "Military Reserve and National Guard Technician PPP Self-Certification Checklist." This must be accompanied by copies of appropriate documentation, such as the notification letter of ineligibility for military or NG membership (through no fault of their own), and proof of at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement.
• For Priority Placement Program (PPP) DoD Military Reserve (MR) and National Guard (NG) Preference Eligible Technicians Receiving Disability Retirement: The applicant MUST submit a copy of the "Military Reserve and National Guard Technician Disability PPP Self-Certification Checklist." This must be accompanied by appropriate documentation, such as the notification letter stating ineligibility for Reserve membership due to a service-connected disability.
• For Priority Placement Program (PPP) DoD Military Spouse Preference (MSP) Eligible: The applicant MUST include a copy of the "Military Spouse PPP Self-Certification Checklist" along with the documents identified in the vacancy announcement to verify eligibility for MSP.
• For Priority Placement Program (PPP) DoD Retained Grade Preference Eligible: The applicant MUST submit a copy of the "Retained Grade PPP Self-Certification Checklist." This must be accompanied by appropriate documentation, such as a RIF change-to-lower-grade notice and an SF-50 reflecting the RIF change to a lower grade.
