Job Description

Duties

  • Assistant to the NGB/A4PR/A4PI Analysts for Logistics, Maintenance, Force Protection, SRM,MILCON, Facility Operations, Environmental and Civil Engineering Combat Support program funding activities, funds control, funds management, financial commitments, obligations, outlays, and close-out for all portions of the Resources Division supporting current fiscal year funding over $4 billion dollars.
  • Manages and Oversees NGB/A4 Travel portfolio managing current fiscal year funding more than over $1.6 million dollars: Serves as the NGB/A4 Organization Defense Travel Administration (ODTA) and Alternate Agency Program Coordinator (APC). Use the knowledge and skill of identifying, categorizing, manipulating, and analyzing quantitative data to relate the effects of changes in funding levels for travel. Inputs routing data for authorizations and vouchers in the Defense Travel System (DTS).
  • Assists in initiating and developing procedures for the management of execution of projects, creating management analysis strategies for execution goals for each of the current and five active fiscal years.
  • Prepare written correspondence and other documentation.

    • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Management and Program Analysis Series, 0343.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of management practices and procedures to resolve problems and/or meet emerging needs in areas of major significance to ANG programs and budget. In addition, the employee requires a comprehensive and detailed knowledge and understanding of budgetary methods, practices, procedures, regulations, precedent decisions, and policies of the organization, the major command and the agency.

    EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.     COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    • Knowledge of general budgeting, and accounting practices, methods, and techniques, and generally accepted accounting principles and standards established by DOD, AF, and ANG.
    • Knowledge of missions, functions, goals, objectives, work processes, and sources of fundingpe1tinent to assigned installation programs/organizations.
    • Knowledge of DoD Planning, Programming, Budget, and Execution (PPBE) System and DFAS procedures.
    • Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
    • Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
    • Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
