In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include (1) Applying In-depth knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with functional managers. (2) Having exercised management principles, techniques of analysis and evaluation to identify and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution. (3) Understanding of the civilian personnel guidelines and master labor agreement in sufficient detail to collaborate with specialists from the servicing Civilian Personnel Office (CPO) and/or officials from employee bargaining unit is required to address staffing problems.

EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of administrative and military personnel policies, procedures, reserve mission, training methods and programs, readiness requirements, rules, guidelines, and instructions. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. In-depth knowledge of the automated systems, personal computers, hardware, and software. Ability to analyze data/products. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity. Knowledge of management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission. Knowledge of training goals and objectives to assist in the management and implementation of training goals for the CSS personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Plans, organizes, and directs the full complement of activities within the Group Commander's Support Staff (CSS), ensuring that the Commander's Support Staff complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Commander Support Staff objectives.
- Exercises supervisory personnel management responsibilities. Represents 514TH OPS Group with a variety of installation and functional area organizations.
- Plans, organizes and executes all group information management, personnel activities, training management, and readiness. Oversees the preparation, maintenance, and disposition of required administrative reports and other correspondence.
- Manages training programs for administration (3F5X1), personnel (3F0X1), training (3F2X1, and JQS for the group deployment manager (U80) in accordance with established command guidelines. Acquires adequate training from agencies necessary to discuss personal and professional development issues with assigned personnel.
- Serves as the Group point of contact and liaison with the servicing Force Support Squadron on personnel and manpower actions. Serves as central point of contact to provide authoritative explanations of personnel and/or manpower related requirements, regulations, and procedures and to assist in resolving operational problems involving all functional areas of personnel.
