General Program Information and Position Overview

Leidos Enterprise Health Division is seeking an experienced Program Manager to lead a highly visible IT services effort supporting a federal civilian agency in the Washington, DC Metro Area. This is an exciting opportunity to lead a cloud rationalization, modernization, and sustainment program, serving as the primary interface between Leidos and the customer for a multi-year, multi-cloud modernization effort.

Primary Responsibilities
  • Serve as the single point of contact and primary interface with the Government Program Manager (GPM), Technical Point of Contact (TPOC), Contracting Officer (CO), and Contracting Officer's Representative (COR)
  • Hold overall responsibility for all financial, technical, administrative, contractual, and personnel aspects of the task order
  • Manage, direct, and allocate contractor resources, supported by corporate executives, to ensure top-quality service delivery
  • Lead task order-level program governance, including risk management, quality assurance, and Government/Contractor communication
  • Develop and maintain the Task Order Management Plan (TOMP) and Quality Management Plan (QMP)
  • Prepare and deliver weekly status reports, monthly status reports, and monthly metrics reports to Government stakeholders
  • Lead the Task Order Kick-Off Meeting and chair recurring monthly Technical Status Meetings with Government stakeholders
  • Lead Transition-In and Transition-Out planning and execution to ensure seamless, uninterrupted service delivery
  • Oversee subcontractor performance and ensure compliance with all task order and security requirements
  • Ensure staffing continuity, required training, and security/PIV compliance are maintained across the contractor team


Basic Qualifications
  • Bachelor's degree or higher in Computer Science, Business Administration, Mathematics, or Engineering
  • Certification: PMP or PgMP, and ITIL
  • 15+ years of overall IT experience, including 10+ years building, operating, and improving environments similar to HHS
  • Experience with enterprise cloud modernization of technically complex applications within the last 3 years
  • Must be able to obtain and maintain a Public Trust clearance


Preferred Qualifications
  • Prior program/task order management experience supporting HHS or another federal health agency
  • Experience managing multi-cloud (Azure and AWS) modernization or migration programs
  • Experience with Agile/DevSecOps program delivery and FedRAMP/RMF-governed environments


Clearance Required:
  • All candidates must be eligible to obtain a public trust upon contract start.

Pay Range: Pay Range $131,300.00 - $237,350.00
