Job Description
One Federal Solution is seeking a highly experienced Project Manager to provide overall management, strategic guidance, technical expertise, and program oversight for a federal task order supporting the Department of Homeland Security (DHS). The Project Manager will serve as the Contractor’s primary point of contact and will be responsible for the successful execution, quality, schedule, staffing, and management of all Contractor work performed under the task order.
Key Responsibilities
Serve as the Contractor’s Project Manager, responsible for all Contractor work performed under the PWS, and act as the single point of contact for the Contracting Officer (CO) and the Contracting Officer’s Representative (COR).
Provide overall direction to Contractor personnel working under the task order; oversee the efforts of less senior staff and be responsible for the efforts of all staff assigned to a specific job.
Manage the task order process by maintaining the schedule and quality of all services and products; determine the project organization and overall management required to accomplish the task order.
Provide productivity and management tools, to include monthly status reports and quarterly program reviews.
Support the Task Order Kickoff meeting held within 10 business days of award; develop the proposed kickoff agenda, deliver the kickoff briefing, and document minutes and action items.
Deliver a final Project Management Plan (PMP) to the COR no later than 30 business days post award, including the work breakdown structure (WBS), organizational chart identifying relationships, authorities and responsibilities, and a description of management controls used to meet performance, cost, and schedule requirements; establish common cross-task processes for configuration management, risk management, subcontractor management, and quality assurance; maintain and update the PMP as required.
Prepare and deliver the Monthly Status Report (MSR) electronically to the CO and COR by the 15th of the following month, addressing project milestones and completion dates, cumulative funding and expenditure rates, invoicing data, current and future month activities, staffing roster and attrition rates, progress and deviations from plan, schedule variance, program risks, risk registry updates, and mitigation actions; participate in the monthly Program Management Review (PMR).
Develop and maintain the staffing plan, addressing labor category descriptions and qualifications, percentage of personnel currently available by labor category and Task, the approach for staffing multiple tasks, and corporate retention rates and retention plans/perks; update the staffing plan with each MSR.
Provide strategic advice, technical guidance, and expertise to program and project staff; provide detailed analysis, evaluation, and recommendations for improvements, optimization, development, and/or maintenance efforts for client-specific or mission-critical challenges; consult with the client to define the need or problem; supervise studies and lead surveys to collect and analyze data to provide advice and recommend solutions.
Ensure Contractor employees understand and abide by DHS established rules, regulations, and policies concerning safety and security.
Be available to the COR via telephone between the hours of 0830 and 1730 EST, Monday through Friday, and respond to requests for discussion or resolution of technical problems within four hours of notification.
Required Qualifications
Must have a DHS Top Secret Clearance with Sensitive Compartmented Information (SCI) access.
The maximum level of classification for the Task is Top Secret/SCI (TS/SCI); details will be specified in a DD Form 254. Individual Contractor access to classified information is required, and the clearance must be held at the conclusion of onboarding and maintained throughout the entire task order period of performance.
Minimum of eight (8) years of experience
Demonstrated ability to provide strategic advice, technical guidance, and expertise to program and project staff
Demonstrated ability to provide detailed analysis, evaluation, and recommendations for improvements, optimization, development, and/or maintenance efforts for client-specific or mission-critical challenges/issues
Experience consulting with clients to define needs or problems, supervising studies, and leading surveys to collect and analyze data to recommend solutions
Must be able to read, write, speak, and understand English
Designated as Key Personnel; name and resume required with the quotation, and the position may not be replaced without prior approval from the Contracting Officer
Minimum bachelor’s degree
Security Requirement
Active DHS Top Secret Clearance with Sensitive Compartmented Information (SCI) access is mandatory for this position. The selected individual must maintain the required clearance throughout the entire task order period of performance.
