Job Description

Duties

As a CONOPS ANALYST at the GS-0301-14 some of your typical work assignments may include:
  • The incumbent is responsible for reviewing and supporting the development of future Joint Concepts, developing CONOPS that apply the Joint Concepts against real-world operational problems, and supporting the design of the applications of the CONOPS into analytic activities such as wargames, Table-Top Exercises (TTX), and analytic studies including but not limited to sustainability, maneuver, fires, command and control and capabilities.
  • The incumbent develops CONOPS that represent the central idea, operational approaches, and concept required capabilities in joint concepts for the purpose of evaluation and development of joint force development and design recommendations.
  • Incumbent participates in seminars, meetings, workshops,conferences, panels, working groups, assessments, studies, concept evaluations, wargames and exercises related to the development and evaluation of joint concepts and development of CONOPS with participants from the Joint Staff, U.S. Combatant Commands, Combat Service Support Agencies, Services, interagency, Office of the Secretary of Defense, and multinational partners.

  • Incumbent may be required to travel from 5-10 nights per quarter or longer, if necessary, CONUS and OCONUS. Member must be willing and able to travel on military and commercial aircraft, vessels and/or vehicles.
  • Incumbent may be required to work other than normal duty hours including evenings, weekends, holidays, and will be compensated within the scope/guidelines of government civilian employment.
Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Recognizing CONOPS development with focus on joint and multi-Service level strategies and future warfighting capabilities and approaches to shape the future of the Joint Warfighter;
  • Developing applications of warfighting concepts and developing supporting papers and briefings to clearly articulate agency position on high level matters such as force posture, capabilities, indications and warnings, and authorities;
  • Identifying adversary methods of warfighting, capability trends and trajectories, joint warfighting operations and operational assessments;
  • Assessing adversary methods of warfighting, capability trends and trajectories, joint warfighting operations and operational assessments including operational concepts, and Service, Joint and Department of Defense capabilities development processes;
  • Planning, organizing, and integrating with teams both inside and outside the agency to negotiate and develop coherent and meaningful recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date).
