Job Description

Duties

  • You will assist with receipt and response to all technical publication deficiency reports (TPDRs) submitted to the Fleet Support Team (FST) or Integrated Program Team, providing timely and effective resolution to fleet inquiries.
  • You will evaluate fleet requirements by discussing fleet concerns, fleet TPDRs, messages, and publication problems highlighted in Fleet Publication Review Conferences by end users.
  • You will evaluate current and proposed technical modifications (i.e. via Engineering Change Proposals and Technical Directives) to aircraft weapon systems.
  • You will plan and execute integration and incorporation of the above requirements throughout all affected maintenance and operational publications.
  • You will be required to prepare and submit Contract Data Requirements List (CDRL) for technical data packages for modification programs, to include scheduling information, milestone initiation, and delivery dates.
  • You will review, upon receipt of CORL deliverables, the data and provide recommendations of acceptance or rejection in accordance with contact requirements to the program office.
  • You will participate in and support Technical Manual/Technical Data planning and sustainment conferences as directed by the supported program office(s).
  • You will use strong analytical and communication skills to interpret engineering and logistics data and translate it into clear, concise written content.
  • You will utilize a high degree of computer literacy including proficiency with advanced word processing, desktop publishing, or graphics software.
  • You will display creativity and experienced judgement in extending traditional techniques and seek direction and approval in order to employ new procedure to resolve complex maintenance and design problems.
  • You will perform most technical tasks independently and will work on more sophisticated or complex tasks with a Logistics Manager or Subject Matter Expert.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

For the GS-11 Position :

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Inspecting and maintaining interactive electronic technical documentation by utilizing advanced publishing software (e.g. Arbortext, Adobe InDesign, XML, EAGLE, and Interleaf) to perform rigorous quality assurance reviews and accurately incorporate technical publication deficiency reports, engineering change feedback, interim updates, and redline markups;

2) Incorporating technical data changes into command/company manuals;

3) Assisting with the creation of technical changes to aircraft weapon systems while also planning and executing integration and incorporation of these requirements throughout all affected maintenance and operation publications;

4) Providing milestones and delivery dates regarding development of technical documents for specific weapon systems and subsystems; and

5) Assisting with scheduling information and other pertinent data necessary for inclusion of technical data requirements in logistics support planning documents.

For the GS-09 Position :

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following

1) Demonstrating a thorough understanding of technical manual and publication authoring software and tools (e.g., Arbortext, EAGLE Publishing Systems, Quicksilver, etc.);

2) Developing, authoring, and/or managing technical manuals and publications for an assigned aircraft platform; and

3) Communicating, both orally and in writing, complex technical data requirements in order to convey data issues and restrictions for assigned program(s), negotiating changes in data requirements, evaluating contractor inputs, and making recommendations to decision authority, engineers, logisticians, private contractors, vendors, and personnel at all levels of maintenance management.

Education

For the GS-11 Position :

Successfully a completed a Ph.D. or equivalent doctoral degree.

OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

Successfully completed an LL.M. degree that is related to the position being filled.

For the GS-09 Position :

Successfully completed a master's or equivalent graduate degree.

OR

Successfully completed two full years of progressively higher level graduate education leading to a master's degree.

OR

Obtained an LL.B. or J.D. that is related to the position being filled.
