A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This position requires Acquisition Workforce Level Practitioner in Program Management Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position.

As a Program Analyst at the NH-0343-3 broadband level, some of your typical work assignments may include:
- Conducts detailed analyses of Earned Value (EV) data, to include Estimates at Completion (EACs).
- Integrates EV data and analysis with Missile Defense Agency (MDA) budgets and programs' schedule information.
- Develops and/or briefs complex studies and analyses for projects assigned by MDA Senior Leadership, program managers, and business managers utilizing EVM software tools and methodology to assist them with the decisions required to make in support of acquiring products.
- Supports the planning, execution, and follow-up of lntegrated Baseline Reviews (IBRs) and Schedule Deep Dives (SDDs).
- Serves as advisor and source on EVM collaborative efforts with senior analysts, contractors, and Defense Contract Management Agency (DCMA).
- Provides assistance in implementing EVM policy within MDA Program Offices..
- Assimilates data and coordinates reports provided to outside organizations such as DCMA, OSD, GAO, and Congress.
- Provides management support, conducts analyses, and prepares recommendations for Program Management & Assessment (PM&A) leadership and senior analysts in Acquisition, Program Management, Contracting, and Cost Estimating including ensuring coordination and timeliness of actions for mission accomplishment.
- Reviews Requests for Proposal and contract documentation to ensure thorough and correct EVM contractual requirements are implemented on programs.
- Provides input to the MDA EVM Health database in support of the MDA EVM gap analysis and best practices.
- Researches and provides input to policies and procedures to maintain full accountability for the Agency's business operations and EVM programs.
- Performs other duties as assigned.

- This is an acquisition position coded Practitioner in Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position.

- Experience with utilizing analytical and evaluative methods and techniques, to include qualitative knowledge of DoD Earned Value Management (EVM) policies, processes, products, terminologies, and guidance documents to conduct comprehensive studies, identify execution issues and potential risks, and develop assessments, recommendations and position statements.
- Experience conducting comprehensive program reviews by applying Integrated Baseline Review (IBR) and Schedule Deep Dive principles, while ensuring alignment with DoD acquisition and life cycle management policies, procedures, and practices.
- Experience analyzing Integrated Master Schedules (IMS) to determine contract performance and executability, utilizing schedule diagnostic tools to conduct critical path analysis, and schedule health assessments.

- For the Fort Belvoir, VA and/or Dahlgren Location : $$102,415-$158,322 includes locality of 33.94% locality unless statutory/regulatory rates prevail.
