The Business Operations Specialist Junior provides administrative, acquisition, logistics, and business-operations support to Air Force Research Laboratory operational and technical divisions and the front office. Prepares purchasing and acquisition packages, submits requisitions on Government platforms, tracks acquisition lifecycles, and supports the technology-transfer and scientific and technical information processes, producing accurate data products to established suspense dates.

Essential Duties and Responsibilities
- Prepare, format, and deliver correspondence, briefings, and program documentation by the established suspense date in accordance with Air Force Handbook (AFH) 33-337 (The Tongue and Quill), with no more than two formatting revisions.
- Prepare standardized purchasing packages (Form 9/Purchase Requests (PRs), Contractor Supply Request Documents (CSRDs), Justifications and Approvals (J&As), and Bills of Materials) in compliance with the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and local policy, requiring no more than two returns for rework.
- Submit Requests for Quotation (RFQs) on Government platforms (e.g., General Services Administration (GSA) 2GIT and National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement (NASA SEWP)) within two business days with zero submission errors attributable to the contractor.
- Track acquisition lifecycles and maintain tracking documentation that provides visibility of associated risks at least five business days prior to any critical deadline; deliver advisory reports on future purchase needs quarterly.
- Support the Technology Transfer and Scientific and Technical Information (STINFO) lifecycle: process tech-transfer requests within five business days and prepare transfer agreements and Research and Development (R&D) case files for STINFO, the Defense Technical Information Center (DTIC), and Legal with zero administrative rejections; complete the Export Control Risk Profile Template for industry partners.
- Manage administrative workflow and organizational data: accept and assign taskers within two business days, update system statuses within two business hours of a phase change, and maintain Integrated Product Team (IPT) manning documents, organizational charts, and deficiency trackers at 98% accuracy.
- Route travel authorizations in the Defense Travel System (DTS) within two business days (routing error rate below 5% per quarter); log and distribute incoming mail within one business day.
- Produce specialized spreadsheets, databases, and data products that meet all mandatory elements by the tasked deadline; provide direct user support with an initial response within one business day.
Required Qualifications
- Meets or exceeds the GSA One Acquisition Solution for Integrated Services Plus (OASIS+) Junior labor-category education and experience standards for this occupation.
- Microsoft Office Specialist (MOS) Associate certification within 180 days of assuming the role.
- Able to independently execute required reports and data entry in the Enterprise Business System (EBS) and the Comprehensive Cost and Requirement System (CCaR) within the first 30 days of performance.
- U.S. citizenship required; no foreign nationals authorized (permanent residency does not qualify).
- Able to obtain and maintain the clearance level required by the DD Form 254; complete security awareness and Level I Operations Security (OPSEC) training within 30 days.
- Proficient in Microsoft 365 (Outlook, Word, Excel, OneNote, PowerPoint, SharePoint, Teams) and Adobe Acrobat; able to troubleshoot basic issues without supervision.
- Effective oral and written communication; professional decorum; maintains cooperative working relationships.
Preferred Qualifications
- Associate's or Bachelor's degree in business, administration, or a related field.
- Prior Department of Defense (DoD) or Air Force administrative, acquisition, or financial-operations experience; familiarity with GSA 2GIT and NASA SEWP ordering.
