The program supports Requiring Activities including the 111th MI Brigade, 1/100th MI Brigade, the Noncommissioned Officers Academy, the TRADOC Culture Center, the New Systems Training and Integration Directorate, Training Development and Support, and HT-JCOE. Work is performed primarily at Fort Huachuca, Arizona, with additional performance at Davis-Monthan Air Force Base, Goodfellow Air Force Base, and Corry Naval Station, and temporary duty to other CONUS and OCONUS sites.

The position is for a Program Manager supporting the Huachuca Training and Support Contract (HTASC) at Fort Huachuca, AZ, requiring an active Top Secret clearance and PMP certification. This key leader will manage a large, multi-year Army intelligence training support program with a $785M ceiling and 150+ cleared personnel across multiple locations, overseeing training delivery, training development, support operations, task order execution, cost control, workforce management, and stakeholder coordination with Army Contracting Command and multiple requiring activities. The ideal candidate is an experienced Army MI, TRADOC, or DoD training program leader with a strong record managing complex federal contracts, driving process improvement, and leading cleared teams in mission-focused environments.

Duties and Responsibilities:
- Serve as the single accountable authority and primary point of contact for all contract issues, establishing a Program Management Office structure and organization sized to manage the full requirements of the contract.
- Manage, organize, coordinate, and control all program activities to meet the performance factors and requirements of the contract.
- Lead execution across all three Higher Level Tasks: Training, Training Development, and Training Support.
- Oversee delivery of performance-oriented instruction using TRADOC-approved Programs of Instruction, spanning platform and small-group classroom, hands-on practical exercise, simulation and virtual, and field exercise training for resident and mobile courses.
- Direct training development efforts applying Army Learning Policy and ADDIE methodology to build and maintain Programs of Instruction, lesson plans, Course Administrative Data, and Training Support Packages.
- Oversee training support operations including TADSS support, logistics coordination, product purchase and furnishing, IT and system administration support, and the controlled management and accounting of Simulated Intelligence Contingency Funds and Operational Training Funds.
- Maintain the currency of contractor personnel qualifications across the program and provide management support as required by the PWS.
- Recruit, retain, and manage a 150+ person cleared workforce across four geographically separated performance locations.
- Manage performance against the Performance Requirements Summary, remaining reachable through identified methods during all duty hours.
- Serve as the interface to Army Contracting Command – Orlando and the Requiring Activities for all task order planning, execution, and performance reviews.
You MUST have:
- A DoD Top Secret clearance is required.
- Bachelor's degree or higher from an accredited college or university.
- At least 10 years of program management experience managing federal government contracts, preferably Department of Defense, involving multiple concurrent task orders and multiple performing organizations.
- At least 8 years of progressively responsible experience leading Army or DoD institutional training, training development, or training support operations.
- Prior experience within the Military Intelligence field and/or the institutionalized training domain, with a demonstrated ability to effectively lead and manage a program of comparable scope, a proven skill to invoke positive change, and a record of process improvements.
- Demonstrated experience managing a cleared workforce of 100 or more personnel across multiple geographically separated performance locations.
- Experience working in a blended environment with civilian, military, and contractor personnel.
- Experience managing hybrid firm-fixed-price and cost-plus-fixed-fee contract structures, including cost control and reporting on cost-reimbursable task orders.
- Experience managing appropriated or Government-controlled funds subject to strict accountability requirements.
- Strong written and verbal communication skills, including the ability to brief senior military and Government stakeholders.
- Project Management Professional (PMP) certification.
