Seeking Project Manager - Medical Operations for U.S. Government Support - Iraq (Baghdad & Erbil)

Cherokee Federal is recruiting experienced Project Manager - Medical Operations to support U.S. government medical operations in Iraq. Provide medical-surgical, general, emergency, and specialty nursing support at the Diplomatic Support Hospital or Consulate General Erbil Health Unit. The Project Manager - Medical Operations provides overall leadership, oversight, coordination, and accountability for medical-support operations supporting Mission Iraq. The PM ensures appropriate staffing, credentialing, readiness, quality, reporting, medical operations, regulatory compliance, and coordination with PMO and Department of State stakeholders.

This position requires a leader with a strong medical or healthcare operations background who understands clinical operations sufficiently to oversee a multidisciplinary workforce supporting emergency medicine, surgery, nursing, laboratory, radiology, pharmacy, behavioral health, public health, EMS, medical evacuation, and other medical services.

Compensation & Benefits:

Estimated Starting Salary Range for Project Manager - Medical Operations: Pay commensurate with experience.

Responsibilities Include:

• Provide overall program leadership and operational oversight for medical-support services at Baghdad and Erbil.
• Ensure continuous staffing and operational readiness of the Diplomatic Support Hospital and Health Unit.
• Oversee physicians, nurses, paramedics, laboratories, radiology, pharmacy, behavioral health, public health, surgical and other medical-support personnel.
• Ensure all personnel meet required education, experience, licensing, certification, credentialing, medical-clearance and security-vetting requirements before deployment. This role requires Nomination Packets to contain resumes, credential verification, licenses and required certifications.
• Maintain adequate staffing levels and develop qualified replacement pipelines for key personnel.
• Immediately manage staffing gaps, emergency vacancies and backfill requirements; coordinate interim coverage and permanent replacements.
• Ensure planned R&R and other absences do not negatively affect required medical coverage.
• Maintain daily personnel accountability and provide staffing status to the customer.
• Coordinate medical operational priorities with PMO, DOS representatives, medical leadership and other contractors.
• Ensure medical services support primary, urgent, emergency, trauma, surgical, critical-care and stabilization requirements.
• Provide operational oversight of medical evacuation procedures and ensure appropriate escalation of mission-impacting patient events.
• Ensure compliance with FAM, FAH, FAR, DOSAR, USG regulations, Embassy procedures, COM requirements and applicable industry standards.
• Oversee personnel records, credential expiration tracking, medical clearances, training records and licensing documentation.
• Protect PII and HIPAA-controlled medical/personnel information.
• Oversee incident and serious-incident reporting and ensure required notifications are completed within contractual timelines.
• Ensure patient movements, medical evacuations, mission-impacting cases and serious medical events are escalated appropriately.
• Lead implementation and maintenance of the program Quality Management System.
• Monitor performance, corrective actions, compliance, quality inspections and operational improvement initiatives.
• Ensure completion of daily, monthly, quarterly and ad-hoc contractual reporting, including personnel accountability, operations reports, SitReps, ER/EMS logs, credentials, medical-clearance status, quality reports and other required deliverables.
• Support transition, mobilization, demobilization, medical readiness and contingency planning.
• Perform other related program-management responsibilities as required.

Experience, Education, Skills, Abilities requested:

Required Qualifications

• Bachelor's degree in healthcare administration, Nursing, Public Health, Emergency Medical Services, Health Sciences, Business Administration, Program Management or related field.
• Minimum 5 years of healthcare/medical operations experience, with at least 3 years in program, project, clinical operations or healthcare management.
• Experience managing multidisciplinary healthcare personnel.
• Experience with staffing, clinical credentialing, personnel readiness and healthcare compliance.
• Experience in managing operational reporting, quality assurance and performance requirements.
• Demonstrated understanding of emergency/acute-care medical operations.
• Must have at least three years of experience in their respective labor categories and possess the qualifications, certifications and aptitude necessary for their position.
• Fluent written and spoken English.
• Ability to deploy and work in an austere/high-threat environment.

Required Certifications:

• Current BLS certification is strongly recommended for medically trained candidates.
• Must be able to satisfy applicable USG security-vetting/MRPT requirements.
• Must meet applicable pre-deployment medical/fit-for-duty requirements.

Preferred Qualifications

• Master's degree in healthcare administration, Public Health, Nursing, Emergency Management, Business Administration or related field.
• 7-10+ years of healthcare operations experience.
• Previous OCONUS, Iraq or Middle East region, Department of State, DoW, Embassy or government-contract medical operations experience.
• Experience managing a hospital, trauma center, emergency department, deployed medical facility or remote-site healthcare program.
• Experience with medical evacuation, MASCAL/emergency preparedness and deployed clinical staffing.
• Experience managing subcontractor or federal contract deliverables.

Preferred Certifications:

• PMP
• Lean Six Sigma
• CPHQ
• ACLS
• Clinical licenses such as RN, Paramedic, PA/NP or other healthcare professional credentials are highly desirable.
• Must pass pre-employment requirements of Cherokee Federal.
