Standard Job Description

The Lockheed Martin, Enterprise Operations security team is seeking a Special Programs, Security Rep Asc Manager to lead in a dynamic, high-tempo environment supporting multiple programs across the corporation. The successful candidate will develop, implement, and administer the security requirements for Special Access Program (SAP) and Sensitive Compartmented Information (SCI) level initiatives. The selected candidate will be committed to safeguarding our workplace and ensure compliance with U.S. government and other customer security requirements in support of U.S. national security interests. A strong understanding of industrial security regulations and federal security requirements, including 32 CFR Part 117 NISPOM, DoD 5205.07 SAP Security Manual, DoD 5105.21 SCI Security Manual, ICD 705 physical-security standards, and related guidance-is essential. Works closely with U. S. Government customers to seek contract execution approvals and seeks security rulings or deviations. Provides support in managing the quality, schedule and cost expectations associated with program development and execution, while maintaining the fundamental security requirements defined by the customer/company and program. Prepares implementation manuals outlining regulations, and establishes procedures for handling, storing, keeping records, and for granting personnel and visitors access to classified materials. Develops and conducts security education classes. Investigates security violations and prepares reports specifying preventive action to be taken. Applies business-minded and risk-managed solutions to security issues and business challenges and communicates observations and recommendations to leadership and enterprise business partners. Processes clearances and customer visits and provides support for classified meetings.

Long Description

The selected candidate will take on an exciting role leading Enterprise Operations (EO) Advanced Programs operating out of the EO, facility in Orlando, FL. The role will directly support Lockheed Martin's investment in the future of special program operations to deliver centrally managed enterprise infrastructure(s), providing increased collaboration, efficiency, security, and access to services previously not available to industry environments. While the standard schedule is an onsite Monday-Thursday, 4×10 work week, occasionally there is a need for after-hours, night, or weekend support required to meet program requirements.

Core duties will include:

  • Lead a team to ensure program compliance in accordance with Lockheed Martin policies, 32 CFR Part 117 NISPOM, DoD 5205.07 SAP Security Manual, DoD 5105.21 SCI Security Manual, ICD 705 physical-security standards
  • Lead self-inspections, document findings and develop corrective action plans (CAP)
  • Represent program security during Government inspections and audits
  • Support the growth and expansion of classified networks and critical business initiatives
  • Regularly coordinates with high-level internal and external stakeholders to ensure program expectations, milestones, and requirements are met
  • Coordinate SAP/SCI security matters-personnel vetting issues, security incidents with cognizant oversight authorities
  • Administering the SAP/SCI nomination process for program employees
  • Support annual SETA requirements in conjunction with the program off sites; provide security indoctrination, debriefings, pre/post Travel briefings and annual refresher briefings as necessary
  • Maintain accurate personnel vetting files in JADE as well as DISS
  • Assist with classified document control, accountability and transmission of materials
  • Conduct security investigations, and prepare written reports specifying the outcome of the incident and preventive action to be taken
  • Maintain FFC documentation, approvals, and physical security integriaty for program SAPFs and SCIFs
  • Prepares requests for Co-Use Agreements, Temporary Secure Working Areas (TSWA's), and any required Waiver documentation


Basic Qualifications

  • Final Top Secret clearance is required for the role with the ability to obtain and maintain SAP & SCI accesses
  • Extensive experience performing as a Contractor Special Access Program (SAP) Security Officer (CSSO)/Contractor Special Security Officer (CSSO)
  • Ability to successfully lead a team and special program security operations
  • Experience interpreting and implementing requirements defined in the NISPOM, SAP Security Manual, SCI Security Manual, ICD 705

Pay Information

Full-Time Salary Range: $89100.00 - $165500.00

  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
