SUBSTANCE ABUSE COUNSELOR

Duties

• Develop group and personalized treatment plans based on comprehensive substance abuseevaluations.
• Provide individual, group, and family counseling sessions to address substance use and related issues.
• Develop patient treatment plans and documents all patient clinical encounters in electronic medical record.
• Schedule, coordinate, and monitor tasks and rehabilitation activities of assigned treatment teams caseloads.
• Lead treatment team review sessions with patients and staff and monitors group-counseling sessions.
• Conduct comprehensive assessments of clients to determine the extent and nature of their substance use disorders.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Alcohol and Drug Counselor Certification Level II is required for GS- 11.
• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
• This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
• Must be able to obtain and maintain current Basic Life Support (BLS) Training and certification sponsored or endorsed by the American Heart Association (AHA). Advanced certification (e.g., Advanced Life Support) does not supersede BLS completion.
• This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
• A personnel Tier 3 secret security investigation is required.

In order to qualify, you must meet the education and/ or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirements for Social Science Series
Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience performing tasks which includes conducting substance abuse screening assessments; conduct individual and group counseling sessions with patients in a substance abuse setting; developing treatment plans for patients; and provide crisis intervention services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as social work, psychology, or substance abuse. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
