We are currently seeking an FMS Program Analyst to support the US Navy's PEO IWS Foreign Military Sales program office.
What you'll do:
Provide comprehensive FMS guidance and case and acquisition support to the PEO IWS program office.
Responsibilities:
- Operate as a liaison between PEO IWS and other U.S. Government (USG) agencies including Navy International Programs Office (NIPO), Missile Defense Agency (MDA), Naval Information Warfare Systems Command (NAVWAR), industry partners, and FMS customers
- Build, manage, and maintain strong relationships with foreign partners within the governments of Japan and South Korea and their supporting corporate contractors
- Provide program management and acquisition support to the Japan and South Korea AEGIS FMS programs, approximately sixty (60) FMS cases for new construction, engineering, Computer Program Maintenance (CPM), integration & testing, and lifetime support (LTS)
- Coordinate closely with various USG Program Offices to ensure New Construction and Lifetime Support requirements are appropriately aligned with PEO IWS and FMS / Security Cooperation (SC) priorities, to ensure efficient cross-organizational coordination of priorities, challenges and risk mitigation identification, and alignment of future modernization efforts
- Manage procurement tracking for equipment in the LTS pipeline; includes ORDALT, DMS, and Non-ORDALT equipment
- Assist with Logistics support for FMS cases and equipment; develops transportation plans, shipping instructions, tracks items from procurement to delivery, coordinates Cargo Offer Letter (COL) information, and drafts Delivery Term Code (DTC) Deviation Letters as needed
- Provide program support such as developing agendas and presentation material, records meeting minutes and Action Items, provides schedule updates, and meeting minutes in support of Program Management Reviews (PMR), Navy to Navy (N2N) meetings, and other meetings
- Participate in FMS regulation and policy training, advise the team on updated FMS policies and guidance and monitors activities to ensure compliance with all DoD agencies
- Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint
- Excellent attention to detail and organizational skills
- Strong verbal and written interpersonal, communication, and presentation skills
- Travel domestically and internationally, provide in-person support at MBC and client sites, and obtain and maintain professional certifications and security clearances as required by MBC and/or MBC's clients. Qualifications:
- Active Secret security clearance required
- Bachelor's degree from a university accredited in the United States
- 5+ years prior FMS Acquisitions and Case Analyst experience
- Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint
- Excellent attention to detail, organizational skills, and ability to multitask
- Strong verbal and written interpersonal, communication, and presentation skills
- Ability to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients
- Attend meetings and provide onsite/in-person support as required
