Job Description

Technical Lead

Technical Lead to support our Pearl Harbor Naval Shipyard (PHNSY) program. The Technical Lead serves as the senior technical integration and coordination lead for the program and works closely with Government leadership, Branch Managers, the Program Manager (PM), and technical teams to ensure technical priorities, changes, and initiatives are coordinated across the program and aligned with the Government's strategic roadmap and operational priorities.

This role is responsible for strengthening technical integration across program areas, identifying opportunities to improve processes and eliminate inefficiencies, and minimizing operational impacts associated with technical changes, configuration activities, modernization efforts, and other technical initiatives. The Technical Lead will also support the collection, analysis, and presentation of technical and operational data to provide Government stakeholders with timely, actionable information to support decision-making.

The Technical Lead serves as a strategic technical partner to the Program Manager, providing technical leadership, insight, and coordination while ensuring technical activities remain aligned with overall program objectives, contractual requirements, staffing priorities, and client expectations.

This is a full-time, salaried, exempt position.

Responsibilities
  • Serve as the senior technical integration and coordination lead supporting the PHNSY program.
  • Support the Government CIO and Deputy CIO in coordinating technical priorities, initiatives, and activities across the program.
  • Partner with Government Branch Managers, TQI and subcontractor technical leads, and other stakeholders to strengthen communication, coordination, and integration across technical areas.
  • Lead cross-functional technical planning to identify dependencies, risks, resource conflicts, sequencing requirements, and potential operational impacts prior to implementation.
  • Identify opportunities to streamline technical processes, eliminate duplication, improve workflows, and increase efficiency and effectiveness across the program.
  • Align technical initiatives, change management activities, and configuration requirements with the Government's technical roadmap, operational objectives, and program priorities.
  • Coordinate significant technical changes across affected teams and stakeholders to minimize disruption to operations and ensure appropriate planning, communication, and execution.
  • Support and strengthen technical governance processes related to technical decision-making, change coordination, escalation, documentation, accountability, and follow-through.
  • Track significant technical actions, dependencies, risks, and decisions to ensure appropriate ownership, visibility, and timely resolution.
  • Develop and improve methods for collecting, analyzing, and presenting technical and operational data to provide Government stakeholders with timely, actionable information and increased visibility into program performance.
  • Participate in Government-led technical meetings and working groups and provide appropriate technical follow-up, recommendations, and visibility to the Program Manager.
  • Lead TQI technical meetings and working groups established to develop solutions, address technical challenges, or respond to Government requirements.
  • Maintain regular communication with the Program Manager regarding technical priorities, emerging issues, client requirements, risks, and activities that may affect overall program execution.
  • Coordinate with the Program Manager prior to implementing technical activities that may materially affect program operations, staffing, contractual requirements, cost, schedule, service delivery, or client commitments.
  • Provide technical input and recommendations to support program planning, decision-making, and execution.
  • Assist the Program Manager in assessing technical staffing and capability requirements, identifying support gaps, and developing strategies to address program needs.
  • Coordinate technical resources and support across program areas to address emerging requirements, technical challenges, dependencies, and temporary coverage needs.
  • Review and draft technical portions of monthly program deliverables and identify opportunities to improve quality, accuracy, efficiency, and effectiveness.
  • Identify and evaluate opportunities to introduce innovative technologies, automation, process improvements, and technical solutions that improve program performance and client outcomes.
  • Support special projects, emerging client requirements, and technical challenges as requested by the Program Manager.
  • Support TQI strategic technical initiatives, corporate requirements, solution development, and special projects where technical expertise and program knowledge can provide value to the organization.
  • Coordinate competing program and corporate priorities with the Program Manager and, when appropriate, the SVP of Operations to ensure corporate activities do not negatively affect program delivery, Government priorities, or client commitments.
  • Maintain transparency regarding competing priorities, resource requirements, technical risks, and potential impacts to ensure activities are appropriately prioritized and sequenced.
  • Perform additional technical leadership and program support responsibilities as required to maintain exceptional client support and successful program execution.

Requirements
  • Bachelor's degree in Information Technology, Computer Science, Engineering, Cybersecurity, or a related technical discipline. Equivalent combination of education and relevant experience may be considered.
  • Demonstrated experience leading or coordinating complex technical activities within a large-scale IT, engineering, cybersecurity, or DoD environment.
  • Strong understanding of technical operations, systems integration, configuration management, change management, and technical governance.
  • Demonstrated ability to coordinate activities across multiple technical teams, functional areas, and organizational stakeholders.
  • Experience identifying technical dependencies, operational risks, resource constraints, and implementation impacts.
  • Ability to translate complex technical information into clear, actionable information for senior leadership and non-technical stakeholders.
  • Demonstrated experience developing or using performance metrics, operational data, dashboards, or other reporting mechanisms to support data-informed decision-making.
  • Strong analytical and problem-solving skills with the ability to identify inefficiencies and develop practical technical and process improvements.
  • Demonstrated ability to lead technical discussions, working groups, and cross-functional problem-solving efforts.
  • Strong written and verbal communication skills with the ability to effectively engage Government leadership, technical personnel, program leadership, and corporate stakeholders.
  • Ability to manage competing priorities and maintain appropriate coordination, communication, and accountability in a complex operational environment.
  • Previous experience supporting U.S. Navy, DoD, or other Federal Government technical environments strongly preferred.
  • Ability to perform approximately 75% of duties at the client site to maintain effective engagement with Government leadership, Branch Managers, technical teams, and program stakeholders. Exceptions may occur based on mission or business requirements and will be appropriately coordinated.

This position requires the ability to obtain and maintain a U.S. Government security clearance. Candidates must be eligible for a background investigation.
