Job Description

Novacoast is seeking a Senior Telecommunications / VoIP Engineer to support a federal client’s mission-critical Army Voice Modernization and E-911 communications environment.

This is a hands-on telecommunications engineering position supporting Ribbon Federal Edge deployment, Session Border Controllers (SBCs), SIP interconnections, E-911 call routing, and PSAP connectivity. You will troubleshoot complex voice and signaling issues using Wireshark, SIP traces, packet captures, and call-flow analysis while supporting reliable emergency communications across federal voice environments.

This is not a general network engineering position. We are specifically looking for a senior voice/telecommunications engineer with direct hands-on experience with Ribbon/Sonus/Genband technologies, SBCs, SIP/VoIP engineering, and E-911/PSAP integration.

What You’ll Need to Succeed

To be considered for this position, you must have:

Active U.S. Government Secret clearance or higher
10+ years of telecommunications/voice engineering experience
5+ years of hands-on SIP/VoIP engineering experience
Direct engineering, configuration, deployment, and/or troubleshooting experience with Ribbon Communications, Sonus, and/or Genband
Hands-on experience deploying, configuring, and troubleshooting Session Border Controllers (SBCs)
Direct E-911 routing and/or PSAP integration/interconnection experience
Strong experience with SIP signaling and interconnections, including SIP trunks, routing, signaling, and call flows
Hands-on Wireshark experience for packet capture, protocol analysis, SIP troubleshooting, and call-flow troubleshooting
What You’ll Be Doing

As a senior member of the telecommunications engineering team, you will:

Support the deployment, configuration, integration, and troubleshooting of Ribbon Federal Edge gateways and SBC technologies
Engineer and support SIP trunks, SIP interconnections, signaling, routing, and policy configurations
Analyze complex SIP signaling and end-to-end call flows
Use Wireshark and packet captures to identify signaling, routing, interoperability, and voice-quality issues
Troubleshoot E-911 call routing and call-flow issues
Support direct PSAP integration and interconnection
Support connectivity between Federal Edge, VISP, and Army PSAP environments
Perform deployment validation, testing, and readiness assessments
Troubleshoot gateway deployment, connectivity, interoperability, and performance issues
Identify technical risks and recommend appropriate engineering solutions and mitigation strategies
Support technical coordination related to E-911 routing and emergency communications requirements
Document technical issues, engineering recommendations, and resolution activities

Direct E-911 routing and/or PSAP integration/interconnection experience
Strong SIP signaling, trunking, routing, and interconnection experience
Strong Wireshark and packet/call-flow troubleshooting experience
Bachelor’s degree in Telecommunications, Engineering, Information Technology, or a related field, or equivalent professional experience
Preferred Experience

Additional experience in any of the following areas is highly valued:

Army Voice Modernization (VMOD)
DISA VISP
Army or DoD voice environments
Ribbon Federal Edge
PSAP interconnection engineering
NG911 / Next Generation 911
Public safety communications
Cisco CCNP or CCIE certification
Clearance Requirement

Candidates must currently possess an active U.S. Government Secret clearance or higher.

Candidates without an active qualifying clearance cannot be considered for this position.

Work Location

This position is on-site in Winchester, Virginia, Monday through Friday, supporting a collaborative engineering environment and mission-critical federal telecommunications initiatives.
