Tria Federal (Tria) is seeking a Policy/Training Analyst II to enhance administrative and operational support services for our federal customer at the Navy Bureau of Medicine and Surgery (BUMED) in Falls Church, Virginia.
This position will join a team of administrative professionals supporting healthcare operations, program management, analysis, research, education programs, correspondence/task management, and military healthcare related policies and programs.
The successful candidate will support BUMED Clinical Operations, Policy and Standards and the Office of the Chief Medical Officer (OCMO), which are charged by the Navy Surgeon General to promote safe, quality healthcare, operational readiness, force development, Sailor and Marine deployability, and delivery of the future Naval Medical Force. Supported programs include OCMO; Quality, Safety, and Leadership Academy (QSLA); Women's Health; Trauma Strategy; Emergency Medical Services; Dental Services; Pharmacy Services; Navy Medicine Operational Clinical Communities; and Medical Research and Development.

Job Description/Responsibilities
- Research, develop, revise, and maintain training courses, curricula, course catalogs, and supporting educational products.
- Develop instructor materials including course outlines, background materials, presentation decks, lesson plans, and training aids.
- Develop student materials including manuals, workbooks, job aids, handouts, certificates, and course critique/feedback tools.
- Facilitate classroom, workshop, seminar, virtual instructor-led, and computer/e-learning training.
- Support QSLA curriculum and recurring cohorts focused on High Reliability Organization principles, patient safety, operational platform care, leadership, and clinical quality.
- Collect and analyze learner feedback, attendance, demographics, satisfaction, lessons learned, and improvement opportunities.
- Develop patient and leadership education materials, Clinical Practice Guidelines, SOPs, and readiness-related training products.
- Support training sustainment, transition plans, clinical readiness partnerships, and associated MOUs/MOAs.
- Conduct policy research and assist with drafting, revising, coordinating, and managing Navy Medicine policy and doctrine.
- Support training and policy task tracking, stakeholder coordination, and Government review/approval workflows.
Minimum Qualifications
- 5–12 years of instructional design, adult education, curriculum development, training delivery, policy analysis, or related experience.
- Demonstrated experience developing instructor and learner materials.
- Experience facilitating virtual and in-person training for professional audiences.
- Strong research, writing, editing, facilitation, and presentation skills.
- Proficiency with Microsoft Office, Teams, PowerPoint, SharePoint, and virtual training platforms.
- Familiarity with learning-management systems and e-learning authoring tools preferred.
Requirements:
- Secret Clearance.
- Bachelor's degree required; master's degree preferred in education, instructional design, public health, healthcare administration, communications, policy, or related field.
- 5–12 years relevant experience.
Preferred Experience and Background:
- Navy Medicine/DHA training or policy; QSLA or comparable leadership development; HRO and patient safety; adult-learning methodologies such as ADDIE; clinical readiness; CPG/SOP development; ETMS2/tasker workflows; training evaluation and continuous improvement.
- Military health environment, an understanding of the military organization, understanding of military health data.
- Highly proficient in Microsoft Office products (Word, Excel, PowerPoint, and Outlook).
- Excellent skills in multitasking, prioritization and planning, schedule management, and the coordination of complex executive functions.
- Strong collaboration and teamwork skills with the ability to work independently and in a team environment.
- Possess strong editorial and writing skills and a keen understanding of different audiences.
- Excellent verbal and communication skills.
