Duties

  • Provides Military Personnel Data Systems management oversight services
  • Serves as Functional Area Manager for Personnel and Services Air Force Specialty Codes

  • to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases
  • During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority
  • The same will be required to take part in readiness exercises. This position can not be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively
  • This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: Skill in applying advanced HRM computer/automated data processing principles, regulations, practices, analytical methods and techniques, and seasoned consultive skill sufficient to resolve HRM System and Readiness problems not susceptible to treatment by standard methods. Extensive knowledge of and skill in applying a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and systems development life cycles, analytical and diagnostic methods, programming, and systems analysis. Skill in applying management of the Military Personnel Data Systems (MILPDS), Case Management System (CMS), Personnel Records Display Application (PRDA), Base Level Services Delivery Model (BLSDM), and Deliberate Crisis Actions Planning and Execution Segments (DCAPES). Advanced knowledge of the JOPES, JCRMS and the work processes, data models, work rules, file/database design/structure and content, equipment internal computer processes, applications, and utility programs, to advise on alternative approaches, to identify problems and plan and implement solutions and to collaborate with design center personnel in effecting needed changes.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of automated data processing functions, techniques, and capabilities including relational database principles, Structured Query Language (SQL), and microcomputer operations. Requires specific knowledge of MILPDS, CMS, PRDA, BLSDM, DCAPES, JOPES, JCRMS, eJMAPS.

2. Knowledge of the principles, concepts, techniques, standards, processes, and guides of military personnel management and ability to relate to personnel systems. A high level of technical skill in military personnel systems and broad personnel management knowledge is necessary.

3. Knowledge of Air Force Operational and Planning execution, including UTC Management, requirement sourcing, management of Installation Personnel Readiness (IPR) offices.

4. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work.

5. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions.

6. Ability to develop improvements in and design new personnel work methods and procedures using automated systems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
