Operations Business Analyst
Remote

Blu Omega is seeking an Operations Business Analyst to support operational excellence and process improvement initiatives within a mission-driven federal health environment. This role operates within a remote environment and is responsible for analyzing and optimizing business processes to enhance efficiency, reduce operational friction, and maximize mission value. The position requires experience supporting operational analysis, process improvement, stakeholder engagement, and Agile practices.

Responsibilities
  • Analyze current business processes to identify inefficiencies, bottlenecks, gaps, and opportunities for improvement.
  • Lead process improvement initiatives that redesign workflows, implement best practices, reduce waste, and introduce automation where appropriate.
  • Develop and maintain as-is and to-be process flow diagrams, documenting current operations and future-state recommendations.
  • Conduct qualitative and quantitative assessments of operational performance and develop data-driven recommendations.
  • Partner with stakeholders, Product Owners, and operational teams to elicit, analyze, document, and validate operational requirements.
  • Translate business needs into clear user stories, acceptance criteria, and process requirements.
  • Facilitate requirements-gathering and process-discovery sessions using interviews, document analysis, and workflow analysis.
  • Support Agile ceremonies, backlog refinement, and sprint planning activities.
  • Manage requirements, user stories, and backlog items using Jira, Azure DevOps, or similar platforms.
  • Document business, functional, and non-functional requirements, including process flows and operational touchpoints.
  • Collaborate with Product Owners to develop high-value user stories with clear acceptance criteria.
  • Ensure understanding of requirements, test cases, and expected outcomes by operational and delivery teams.
  • Organize and maintain process documentation and artifacts within centralized repositories.
  • Support the validation of process improvements to ensure alignment with mission goals and operational needs.

Required Qualifications
  • 3+ years of experience working directly with business stakeholders to elicit, analyze, and document operational requirements.
  • Experience developing clear acceptance criteria in partnership with Product Owners.
  • Experience working within an Agile delivery framework, including ceremonies and artifacts.
  • Experience conducting business process analysis, process improvement, and operational optimization.
  • Proficiency using Jira, Azure DevOps, or similar tools for requirements management and backlog tracking.
  • Experience conducting stakeholder interviews, requirements workshops, document analysis, use case development, and workflow analysis.
  • Ability to develop and document business, functional, and non-functional requirements and translate them into actionable process specifications.
  • Strong analytical, problem-solving, facilitation, documentation, and stakeholder communication skills.
  • Ability to collaborate effectively with business stakeholders, Product Owners, operational teams, and technical delivery teams.
  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination.
  • Bachelor's degree in business, information technology, operations, or a related field.

Preferred Qualifications
  • Experience supporting government health, public health, healthcare, or federal programs.
  • Experience serving as a backup Scrum Master or supporting Scrum Master responsibilities.
  • Experience supporting User Acceptance Testing (UAT), including developing UAT plans and scripts, facilitating testing, and validating solutions.
  • Knowledge of data structures, relational databases, data lineage, and data governance principles.
  • Professional certification such as CBAP, PMI-PBA, or an Agile certification.

Compensation
Salary Range: $80,000 - $110,000.00
Final compensation is based on experience, skills, and qualifications.
