Operations Business Analyst
Atlanta, GA - Hybrid

Blu Omega is seeking a Technical Business Analyst / Agile Facilitator to support public health initiatives for government health agencies within an Agile delivery environment.

In this role, you will combine strong Business Analyst capabilities with hands-on Agile facilitation, helping cross-functional teams effectively manage priorities, requirements, backlog activities, and delivery. You will facilitate Agile ceremonies, work closely with Product Owners and delivery teams to maintain a healthy and actionable backlog, and help teams navigate competing priorities, dependencies, and delivery challenges.

You will also serve as the bridge between business stakeholders and technical teams, leading requirements elicitation, translating business needs into clear user stories and acceptance criteria, documenting business processes, and supporting solutions through UAT and production deployment.

The ideal candidate is a strong facilitator who understands how to work with different personalities and stakeholder groups, can bring structure to complex or disorganized environments, and is comfortable driving conversations toward decisions and actionable outcomes. This person should also bring solid Business Analyst fundamentals, including requirements elicitation, process mapping, user story development, and UAT.

This position is located in Atlanta, GA.

Key Responsibilities
  • Facilitate Agile ceremonies including backlog refinement, sprint planning, daily stand-ups, sprint reviews, retrospectives, and other team working sessions.
  • Partner with Product Owners and delivery teams to organize, prioritize, refine, and maintain a healthy backlog, including restructuring large or disorganized backlogs when needed.
  • Facilitate discussions across stakeholders, developers, testers, and Product Owners to resolve competing priorities, clarify requirements, surface dependencies, and drive teams toward decisions.
  • Help teams navigate delivery challenges, communication gaps, changing priorities, and team dynamics while maintaining alignment with Agile principles and program objectives.
  • Lead requirements gathering workshops and sessions using interviews, document analysis, process analysis, use cases, scenarios, and workflow analysis.
  • Translate business needs into clear business and functional requirements, user stories, acceptance criteria, business rules, and technical specifications.
  • Work closely with Product Owners to break larger requirements into small, valuable, and testable user stories and ensure the backlog is ready for development.
  • Manage requirements, stories, defects, and backlog artifacts using Jira, Azure DevOps, or similar Agile delivery tools.
  • Analyze existing business processes and develop as-is and to-be process flows to identify gaps, inefficiencies, and opportunities for improvement or automation.
  • Support the complete User Acceptance Testing lifecycle, including UAT plans and scripts, facilitated testing sessions, defect documentation, results, Product Owner approval, and production validation.
  • Ensure requirements, acceptance criteria, business rules, and test cases are clearly understood by developers and testers throughout each iteration.
  • Tailor technical and business communications to different audiences, including developers, Product Owners, business stakeholders, and program leadership.
  • Maintain requirements, decisions, process documentation, and supporting artifacts within an organized centralized repository.
  • Identify opportunities to improve team processes, collaboration, backlog health, and overall delivery effectiveness.

Required Qualifications
  • 3+ years of Business Analyst, Technical Business Analyst, Scrum Master, Agile Facilitator, or similar experience within Agile delivery teams.
  • Hands-on experience facilitating Agile ceremonies and working directly with cross-functional delivery teams.
  • Demonstrated ability to facilitate discussions, manage different stakeholder personalities, navigate competing priorities, and drive teams toward decisions and actionable outcomes.
  • Strong experience working with Product Owners to manage, organize, refine, and prioritize product or delivery backlogs.
  • Hands-on experience using Jira, Azure DevOps, or similar tools for backlog management, user stories, requirements, and defect tracking.
  • Strong requirements elicitation experience using multiple techniques, including workshops, interviews, document analysis, use cases, scenarios, process analysis, and workflow analysis.
  • Experience developing user stories, acceptance criteria, business rules, functional requirements, and non-functional requirements.
  • Experience documenting as-is and to-be business processes and process flow diagrams.
  • Experience supporting the complete UAT lifecycle, including developing test plans and scripts, facilitating UAT sessions, documenting results and defects, obtaining stakeholder approval, and validating production deployments.
  • Strong communication, facilitation, analytical, organizational, and problem-solving skills.
  • Ability to work on-site in Atlanta, GA.
  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements.
  • Bachelor's degree.

Nice to Have
  • Certified ScrumMaster (CSM), SAFe Scrum Master, PMI-ACP, CBAP, PMI-PBA, or similar certification.
  • Experience supporting government health agencies, public health programs, or healthcare environments.
  • Knowledge of data structures, relational databases, data lineage, and data governance principles.
  • Experience supporting data, analytics, reporting, or dashboard-focused initiatives.
  • Experience working with Palantir Foundry or similar data and analytics platforms.

Compensation
Salary Range: $80,000 - $110,000.00
Final compensation is based on experience, skills, and qualifications.
