Blu Omega is seeking a Technical Business Analyst to support a federal health program focused on public health initiatives. This role operates within a hybrid environment with 1-2 days onsite and is responsible for translating business needs into clear, actionable requirements within an Agile delivery framework. The position requires experience in requirements management, Agile practices, and collaboration with technical teams to improve systems and processes. The position supports mission-critical outcomes in a government health environment.

Responsibilities
- Partner with business users, Product Owners, and technical teams to elicit, analyze, document, and validate requirements
- Translate business needs into user stories, acceptance criteria, and technical specifications
- Facilitate requirements-gathering sessions through stakeholder interviews, process reviews, and use case development
- Analyze existing systems and processes to identify gaps, inefficiencies, and automation opportunities
- Develop recommendations to improve business processes, system functionality, and user experience
- Support Agile ceremonies including backlog refinement, sprint planning, and reviews
- Manage requirements, user stories, backlog items, and defects using Jira, Azure DevOps, or similar tools
- Document system scope, business rules, and requirements throughout the delivery lifecycle
- Maintain centralized requirements documentation for traceability and collaboration
- 3+ years of experience eliciting, analyzing, and documenting requirements with business system users
- Experience developing clear acceptance criteria with Product Owners
- Experience working within an Agile delivery framework
- Proficiency with Jira, Azure DevOps, or similar tools
- Strong stakeholder communication, facilitation, and documentation skills
- Ability to collaborate effectively with diverse teams
- Ability to obtain and maintain a Public Trust or Suitability/Fitness determination
- Bachelor's degree in business, information technology, data analytics, computer science, or a related field
- Experience as a backup Scrum Master or supporting Scrum Master responsibilities
- Experience supporting UAT, including developing plans, facilitating sessions, and validating solutions
- Support experience in government health, public health, or federal programs
- Knowledge of data structures, relational databases, and data governance principles
- Professional certifications such as CBAP, PMI-PBA, or Agile certifications
Salary Range: $90,000.00 - $110,000.00
Final compensation is based on technical skills, experience, education, certifications, and clearance.
