Specialized Experience: One year of specialized experience which includes 1) developing strategic research initiatives and operational force concepts to advise senior leadership on high-risk global mission capabilities; AND 2) briefing executive-level stakeholders and interagency working groups to coordinate program goals and deconflict contingency operations; AND 3) drafting executive correspondence and comprehensive operational studies to inform strategic policy decisions and enterprise-wide requirements; AND 4) supervising multidisciplinary teams and operational reporting workflows to ensure organizational products meet executive quality standards.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

- Advises senior leadership on lessons learned programs to represent the organization at policy-level conferences.
- Coordinates force development and design initiatives to obtain executive approval for emerging strategic capabilities.
- Develops targeted research topics and special studies to inform decision-makers on sensitive, high-risk global mission sets.
- Provides executive-level subject matter expertise to represent organizational interests at national-level program conferences.
- Briefs senior executive decision-makers and working groups to coordinate concepts and align program goals across partner organizations.
- Liaises with executive-level leaders to secure operational approvals and deconflict real-world contingency activities.
- Reports project remediation status to executive-level staff to resolve challenges and facilitate successful task completion.
- Directs the collection and analysis of operational data to produce strategic reports addressing complex organizational challenges.
- Produces weekly operational analysis reports to distribute key lessons learned and practical tips across the enterprise.
