Job Description

Duties

  • The position requires a mastery-level knowledge of Human Resources (HR) principles, concepts and regulations. The ability to use methods and consultative skills to resolve recruitment and placement issues that cannot be addressed by standard methods.
  • The selectee must have a deep understanding of the full cycle of recruitment and placement programs. This is necessary to evaluate, audit, conduct quality control, and make recommendations on on improving HR processes.
  • The role involves exercising delegated supervisory authority. This includes planning and assigning work, developing standards, evaluating performance, resolving complaints, performance management, and hiring highly qualified personnel for the J1.
  • Ability to communicate effectively both orally and in writing, at managerial and technical levels. Developing presentations, briefing all leadership levels, and participating in panels to present information to higher authorities and large groups.
  • A key function is to provide expert staff advice and consultation on staffing, and recruitment issues for the entire agency. This involves addressing and resolving complex, controversial, and sensitive technical matters independently.

Qualifications

Basic Requirements:

Time-in-Grade : Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.

Specialized experience is defined as: experience serving as a senior specialist and providing operations, and advisory services for full cycle recruitment and staffing; developing recruitment and staffing internal policies and procedures; reviewing and interpreting human resource policy for impact on recruitment and staffing program; researching difficult recruitment and staffing issues and providing detailed options for resolution.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

There is no substitution of education for specialized experience at the GS-14 grade level.
