Job Description

Duties

  • Evaluate company policies, procedures and expenses, such as compensation, purchasing, estimating and other policies
  • Negotiate forward pricing rates and resolves, or make a final decision regarding, all open indirect cost rates suspended and/or disapproved by DCMA
  • Negotiate final overhead, forward pricing rate agreements and other advance agreements with contractor management
  • Perform Cost Accounting Standards (CAS) Administration through associated Disclosure Statements and cost impacts
  • Disseminate information and data with respect to the company's management, policies, procedures, accounting and financial information, and other activities
  • Make decisions and advise ACOs on costs, policies and procedures, or other issues affecting other administrative and management functions
  • Review, negotiate and execute Novation and Restructuring (Internal and External) Agreements in coordination with other ACOs
  • Accomplish complex and critical contract administration pertaining to overall administration of DoD and non-DoD contractors

Qualifications

To qualify for a Contract Administrator, your resume and supporting documentation must support:

A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.

AND

B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting or related position.

AND

C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:- Evaluate and negotiate contractor Forward Pricing Rates (FPR), Final Indirect Cost Rate (FICR) proposals, and other related contractor cost/rate monitoring activities.- Evaluate and make corresponding decisions regarding contractor's Cost Accounting Standards (CAS) Disclosure Statements, CAS cost impacts, and Contractor Business Systems (CBS).- Accomplish complex and critical contract administration actions pertaining to overall administration of DoD and non-DoD contractors with intracompany implications.

Substitution of education may not be used in lieu of specialized experience for this grade level.
