PRIMARY FUNCTION
StraitSys is seeking a Project Manager to support the Department of Justice (DOJ), Executive Office for United States Attorneys (EOUSA), Office of the Chief Information Officer (OCIO), Cybersecurity Services (CSS) Identity and Access Management (USAidam) Program in Washington, DC.
The Project Manager will lead and oversee the Contractor team and serve as the primary interface with Government Program and Project Managers in support of the USAidam program. The position is responsible for coordinating project activities, stakeholders, schedules, priorities, risks, and deliverables across multiple Identity and Access Management (IdAM) initiatives, including Identity Governance, Authentication, Privileged Access Management, Secure File Exchange, and supporting cybersecurity efforts.
The Project Manager will work collaboratively with Government stakeholders to ensure project activities align with USAidam mission objectives, schedules, performance requirements, and applicable Federal cybersecurity requirements. The PWS specifically identifies the Project Manager as Key Personnel responsible for leading and overseeing the Contractor team and performance of work under the task order.

ESSENTIAL FUNCTIONS
- Lead and oversee Contractor personnel supporting the USAidam program and coordinate day-to-day project execution.
- Serve as the primary interface between the Contractor team and Government Program Managers, Project Managers, Project Owners, System Owners, the COR, and other designated stakeholders.
- Coordinate project activities supporting USAidam systems and initiatives, including USAidgov, USAlogin, USApriv, and USAfx.
- Develop and maintain project plans that address mission requirements, milestones, dependencies, deliverables, and Government-directed schedule constraints.
- Gather, document, and coordinate program and project requirements with Government stakeholders.
- Coordinate with Government PMs on strategic decisions, priorities, roadmaps, and activities related to the overall USAidam program.
- Manage and prioritize project activities, including new initiatives, pilots, proofs of concept, development activities, system enhancements, and implementation efforts.
- Support Agile project execution, including facilitating Agile ceremonies and discussions among Contractor and Government team members.
- Coordinate product backlog activities, including milestones, issues, epics, subtasks, features, and enhancements.
- Plan and manage incremental product releases and coordinate responses to security patches, hotfixes, and time-sensitive vulnerability remediation requirements.
- Coordinate with Cybersecurity Services teams to support Security and Privacy Assessment & Authorization (SPA&A) activities.
- Support the development and maintenance of the USAidam performance management plan and associated performance metrics.
- Monitor project performance and provide weekly, monthly, and ad hoc status reporting to Government stakeholders.
- Identify project risks, issues, dependencies, and blockers and coordinate appropriate mitigation and corrective actions.
- Coordinate functional and technical releases, User Acceptance Testing (UAT), release documentation, and deployment activities.
- Ensure required project and system documentation is developed, maintained, accurate, and delivered in accordance with Government requirements.
- Coordinate development and maintenance of training materials, user manuals, communications, SPA&A artifacts, and other Software Development Lifecycle (SDLC) documentation.
- Support preparation of After-Action Reports (AARs) following significant events affecting USAidam service availability or system performance.
- Track Government Furnished Equipment (GFE) assigned to Contractor personnel and provide required reporting upon Government request.
- Support transition-in and transition-out activities to ensure continuity of USAidam operations and effective knowledge transfer.
- Ensure Contractor work products and deliverables are complete, accurate, timely, and compliant with contractual performance requirements.
REQUIRED QUALIFICATIONS
- Demonstrated experience managing complex information technology and/or cybersecurity projects.
- Demonstrated experience leading multidisciplinary technical teams and coordinating activities across multiple concurrent projects or workstreams.
- Experience developing and managing project plans, schedules, milestones, risks, issues, dependencies, and deliverables.
- Experience working directly with customers, program leadership, technical teams, and other project stakeholders.
- Experience applying Agile project management methodologies and facilitating Agile/Scrum activities.
- Experience managing technical development, implementation, operations, and/or system lifecycle activities.
- Experience developing project status reports, performance metrics, executive-level briefings, and other project documentation.
- Strong written and verbal communication, organization, leadership, and stakeholder-management skills.
- Ability to manage competing priorities and coordinate technical resources in a mission-focused environment.
PREFERRED QUALIFICATIONS
- Bachelor's degree in Information Technology, Computer Science, Cybersecurity, Business, Project Management, or a related discipline.
- Project Management Professional (PMP) certification.
- Certified ScrumMaster (CSM) or equivalent Agile certification.
- Experience supporting DOJ, EOUSA, or another Federal Government organization.
- Experience managing Identity and Access Management (IAM/IdAM) programs or projects.
- Familiarity with identity governance, authentication, privileged access management, Zero Trust Architecture, and secure file exchange technologies.
- Familiarity with technologies such as SailPoint IdentityIQ, Okta Identity Engine, Okta Advanced Server Access/Privileged Access, AWS, GitLab, and Box Enterprise.
- Knowledge of Federal cybersecurity frameworks and requirements, including NIST, FedRAMP, and Zero Trust principles.
