The Work

The Civil Engineer Lead is a key program-level position responsible for overseeing and standardizing enterprise civil engineering, facilities governance, and infrastructure management across multiple classified mission-critical sites. This role will serve as the designated Client's Civil Engineer Lead, providing direction, technical expertise, and leadership to ensure the efficiency, functionality, and sustainability of all enterprise facilities and infrastructure.

Responsibilities

Key Responsibilities

Located in Hawaii with support for Socorro, NM and Diego Garcia
  • Serve as the designated Civil Engineer Lead for the client, driving the establishment of enterprise-wide facilities engineering and infrastructure standards across multiple sites.
  • Develop and oversee program-wide governance practices for real-property procedures, infrastructure planning, and facilities management.
  • Conduct facility condition assessments and infrastructure lifecycle analyses to ensure readiness, reliability, and mission continuity.
  • Lead project and Independently Justified Outlay (IJO) development, including technical reviews and risk mitigation strategies.
  • Review and validate drawings, cost estimates, schedules, technical packages, corrective actions, and risk management plans, ensuring compliance with program requirements and modernization expectations.
  • Serve as the primary interface for host installations, liaising with landlords, site-based teams, and remote personnel.
  • Establish seamless coordination for power, HVAC, utilities, fire protection, emergency response planning, environmental sustainability, and preventative maintenance activities.
  • Support tenant-level emergency response and outage planning while maintaining site mission-critical capabilities.
  • Ensure corrective actions align with technical goals and long-term infrastructure sustainability.
  • Fulfill a dedicated program-level Key Personnel billet role, providing civil engineering insight at both enterprise and local site levels.
  • Facilitate cross-training initiatives to empower site personnel to manage local civil engineering activities within predetermined Labor Category (LCAT).
  • Other duties as assigned.


Qualifications

  • Bachelor's degree in civil, mechanical, electrical, architectural, facilities, or related engineering field is required.
  • Minimum of 8+ years of progressive experience in civil engineering, facilities management, infrastructure, utilities, or military-installation support, including:
    • 3+ years in a leadership capacity managing multi-site or mission-critical facilities programs.
  • Demonstrated expertise in:
    • Civil/facilities engineering
    • Real-property coordination
    • Power, HVAC, and utilities
    • Project/IJO development
    • Technical package reviews
    • Host-tenant coordination
    • Risk and outage planning
    • Clear and concise communication in Government settings
  • Top Secret/ SCI Clearance is required.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
  • Strong analytical and problem-solving skills in high-pressure, high-availability environments.
  • Proficiency in leading cross-functional and cross-site teams with a focus on collaboration and shared objectives.
  • Familiarity with 24/7 operational workflows to meet critical mission needs.
  • Proactive and resourceful leader with a commitment to continuous process improvement and operational excellence.

Preferred Qualifications:
  • Master's degree in engineering is preferred. Equivalent senior military civil engineering experience will be considered where contractually permissible.
  • Professional Engineer (PE) license highly preferred.
  • Additional industry credentials such as Certified Floodplain Manager (CFM), Project Management Professional (PMP), Leadership in Energy and Environmental Design (LEED), Occupational Safety and Health Administration (OSHA) certifications, fire/life-safety credentials, or energy-management certifications are highly beneficial.

Reports to: Program Manager

Working Conditions
  • The position involves a combination of office-based work and field assignments, requiring periodic visits to diverse and challenging locations.
  • May be exposed to high-elevation areas, desert environments, tropical/OCONUS sites, rooftops, ladder access, mechanical and electrical rooms, and active maintenance or construction zones.
  • The role demands adaptability to varying environmental conditions and the availability to respond to after-hours facility events that are essential to ensuring uninterrupted mission operations.
  • 24/7 operational readiness, with an expectation of occasional after-hours support for incidents, exercises, deadlines, and travel obligations.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.
